In our game, balance is not about the scale damage of blazing bolt. Its about core content, progressional opportunity, and reward earning. If every archetype/powerset combination choice had approximately the same ability to deal with core content, if they all had a similar if not identical opportunity to use the progressional systems of the game (i.e. inventions, incarnate powers), if they all had a similar ability to earn rewards, then it doesn't matter if someone has 21.6% more AoE damage and someone else takes down pylons 18 seconds quicker. That's arithmetic. Meaningful balance is about the experience the game delivers. Sometimes that involves numerical balancing of specific game effects. But always with an eye to the overall big picture of the gameplay we deliver.
Its ok if we all can only take on three things. Its also ok if we all can take on twelve. Three is not a magic number. Ok, it is a magic number, but not for game balance. What matters is what the game intent is. If we intend players to be far more powerful here than in other MMOs, that's fine. Blasters are not in competition with Jedi Knights or Blood Elfs. They are only in competition with Tankers and Stalkers and Dominators and Masterminds. We decide what is "balanced" for this game in terms of our relative capabilities. And then math takes over and tries to deliver on that decision.
But what we care about most here, what we've always cared about most, is not trivial number crunching. That's just a tool to help with the real game design, which is to offer the players fair choices in archetype and powersets. And fair in this case is what I mentioned above: similar ability to run core content, similar ability to use optional progression systems, similar ability to earn rewards.
Are we there yet? Of course not. We don't need posters like Rakeeb to lecture us on that. But we also don't need posters like Rakeeb to tell us the entire game we play is wrong, and we're all wrong for liking it, and if we weren't so wrong we'd see why we should discard eight years of City of Heroes to make City of Rakeeb.
I like City of Heroes. I like it even though its imperfect and I spend a lot of time trying to improve it. I don't want to trade City of Heroes for City of Rakeeb. I don't think I would like City of Rakeeb, even though in many ways it might implement many of the mechanical changes I've advocated for years. Because City of Rakeeb doesn't care about players, it cares about Rakeeb mechanics. It cares about arithmetic more than gameplay. And as surprising as it might be to some people when I say this, it should not be surprising to people who have read my stuff since 2004. I don't care about arithmetic. Numbers to me are just language. They aren't the game any more than English is the game. Often, number are extremely important to defining and describing the game, but numbers don't *decide* the game.
We do that. We the devs and we the players (moreso the former of course, but we have more input here than anywhere else). So anyone that says they don't care what the players think and what the devs think doesn't care about this game. They care about this other thing in their heads that they wish could replace this game.
I think I've found a lot of the ATs to work.
Solo wise, Ive been able to solo with every AT (okay havent really tested either of the Kheldians).
Some require a bit more IO investment, but I find I can get them to decent levels. This is of course from a solo prespective.
And sadly, and what ruins it for me usually, is sometimes it means taking powers that just don't fit my concepts.
Ranged class with Hover and some defense built in? I feel tough! \o/ Sadly, not all my ranged classes have the ability to fly in the concept, so it ruins that enjoyment
Like Dual Pistols user. I don't want to fly! But if I do take Hover and use it, I feel all scrappery tough! Whether it be the use of IOs, the use of Buff/Debuff set, or a combination of all that.
That probably isn't considered balanced by most thoBut then some people say it's okay to take certain powers and the base the concept around it. So no idea!

That pretty much solidified my previous impression of him from Lambda sector, where he shows up to keep it safe and kick you invaders out of his house - he's a protector as much as a destroyer. Note that neither "protecting" nor "destroying" are in and of themselves inherently good or evil. Just because I consider him a protector doesn't mean I consider him a hero.
I do think, however, that with Cole's empire destroyed, he's now going to be looking for another pack to run with.

His idea is simply to reduce power.
Nightwing, Spider-Girl, Batgirl, X-23, these are heroes who take on the Minions/LTs/Bosses with less problems, and who then struggle but still capable of taking on the AV solo.
That's how CoH should be, with team settings set up to be OMG the CITY/WORLD/UNIVERSE is at stake and that's when you need the teams.
Of course, this also goes the route of starting out...so you'd be a bit more like teen Titans who have some power, but need to team for those AVs. -

and Spine/WP sounds like a good combo, so does the spines/DA and Spines/electric.
But while skipping it may work for you, you can take that same playstyle and apply it to ELA.
Though I am interrested in seeing you in action on them, as I've built WP Tanks, Scrappers, Stalkers, and running such things as ITF without the defense leads to a lot of faceplanting. So I'm curious how you got around it -
If you're looking to skip Hieghtened Senses, I'd skip WP all together.
WP is a mixed set, yes, but it's a mixed set that relies on defenses, and only becomes better when you stack up that defense for great S/L/E/N Defense and as much F/C Defense as you can get without hurting the damage. -

I don't think we'll see all three of them in AP. The teaser could be that the three of them are coming to Primal tho.

Generally I don't think Scrappers need much in the way of Love. They're pretty perfect as they are now.
The Scrapper love I would love to see anyways though is...

MORE DEFENSE SECONDARIES OPTIONS! There's still combinations of not graphic intensive concepts that I'd love to see!
And lastly, but not likely to happen...GUN FU! This can be done with existing and a couple of new animations and still keep the ranged attacks equal to what some other melee sets already have. -

I'm not saying I expect the current team to be in the same mind-set, but Spines is more than likely going get Proliferated, and with it they've said "We've changed some things." So far the only thing mentioned has been casually that they've "improved" Barb Swipe and Lunge, but not really said they had or hadn't reviewed the rest of the set as well. For the most part, change in this game trends towards the better; but that still has me curious if they've gone through and cleaned house a little on all the secondary junk that Spines carries (Slows, Toxics, Immoblize, -Rech).
Maybe it was my slotting which was ACC/DMG over enhancing the secondary effects?
Yes, it has lots of secondary effects, but that ST immobilize I haven't really found to be all that useful. The -fly I have on occaission though!
The slow effects havent seemed to help my survival any more either. I'm sure there's some effect there, but it hasn't been some major "Oh yeah, they're attacking so slow now!" feel to it.
And with the way Synapse (I believe) talks in the live stream videos, I think he's more concerned with keeping to the theme. Not that balance isn't a factor mind you, but he seems willing to take some leeways in both directions to keep the set fun, working and themetic.
I also don't think he worries about how a set will pair with just one other!
Basically, he's not worried about making a set that turns out like SS/FA/Soul Brutes if for the rest of the combos it stays relatively balanced.
I could be wrong. But I hope not. I think people see the one powerset combination of OMG UBER and then start thinking the sets individually are uber (at least that's how it seems ont he forums).
As someone who has a 50 SS/FA/Soul Brute, I have to say I find it one of the most boring combinations to play. Mine's been shelved. And I have no problem playing the OMG UBER combo if I find it fun. So it's not being UBER that's boring to me, it's really just the combo is meh to me in play -

Putting that aside, The Hobbit is not really an adaptation of the novel. Peter Jackson doesn't like the novel, which is why he didn't want to do it in the first place. He is only doing because he gets to adapt lot of other bits of Tolkien that he does like (including a more "grown up" account of events of "The quest for Erebor"). He is more interested in following Gandalf than Bilbo.
In this case, the main bit he is doing could be called "The war against the Necromancer". To fit this into two movies you would end up with two full scale battles in the second movie (three if you count the battle against Smaug). This really wouldn't work. Far to much going on. If I'm right, the "extra content" he will be filming is a full scale version of the Battle of Dol Guldur, and it will go in the second movie, which will have the most non-novel content.
I found the Hobbit to be a much more enjoyable read than the LotR. -
What I'm curious to find out is if OMD actually helped sell more Spidey comics or hurt it?
I bet the story itself sold well as people likely bought it as a collectors deal. But I can't help but think more people left because of it, than stayed.

Peter may have loved his aunt, but I can't imagine anyone going "Screw the love of my life and my wife, lets save my aunt!"
Yes, it would suck that a family member was killed, but to give up his wife to save her? I think even Aunt May would be all "Peter, MJ, are you both THAT stupid?"
Then to do it and take all that character developement and throw it away so Peter can live with his aunt again?
There was numerous ways to go with Spidey, OMD was just terrible, both in writing and in concept. -

A Brute, with proper team support, can do pretty much anything a Tanker can do. Tankers really shine when the solid waste hits the oscillating unit and the team is too busy trying to save their own skins to also provide support to a Brute. One of my favorite Tanker moments was a wipe on the last phase of BAF (this was quite some time ago, when BAF failures weren't unheard of), with people coming back from the hospital in a continual trickle and being scythed down as quickly as they could arrive by 9CUs that had ramped way up (not sure how many players are still aware of this, but they get an increasing tohit and damage buff the longer they stay alive). With a few purple inspirations, my Elec Armor energy resists, and a flurry of taunts and punches, I was able to gather most of the horrifically deadly 9CU aggro onto myself and get them bunched up long enough for the league to regroup and wipe them out, and we scraped out a win with less than a minute on the clock.
Such moments are less and less common these days, it seems. Chalk it up to power creep, more people knowing the trials, et cetera. If you really want to tank more than anything else, a Tanker is the way to go. Otherwise, Brutes are your AT.
Same Energy Resists as the Tanker (as Brutes hit 90% Energy Resist on their own with ELA) and the use of purple skittles.
All the ELA Tanker has over the ELA Brute in that setting is a few more HP for a bit more of a Self Heal, and a bit more Regen from the Self Heal. Not to sure if the HP difference is enough to survive to many more hits to make a difference (but possible).
One of the reasons I'm for Brutes having a 85% Resist cap. -

If you mean the powersets balanced within their own grouping. For the most part yes.
There's going to be a ranking of what one considers best of course. And sometimes a sets trade offs are going to feel less than spectacular, whether it's because secondary effects are worthless or because it takes extra effort on the players part to make them not worthless.
A couple examples to prove the point...
Regen is generally considered inferior now to many other sets now (truthfully, I hear people say it's still popular, but I find less and less people playing it myself), but those who lay it well it's considered an awesome set. Basically, can you keep on the ball? Leverage those clickies and click them at the right times?
Spines is considered poor on ST damage. But 160+ ST DPS isn't bad. Sadly, most people don't like that the animations are long and don't think to use AOE attacks on that one target "What?! Use Throw Spines on a Single Target?!"
Admittedly, it's not the BEST on ST, but when I hear people say "It takes forever to kill tough single targets." and I watch them use Lunge or even Barb Swipe, I tell them "Well stop using Lunge and/or Barb Swipe."
Mind you, when I say this, this doesn't mean some sets couldn't use a few tweaks in the upward position. Force Field and Sonic Resonance comes to mind in the case of Debuff/Buff Power Sets.
I find for the most part, powerset combos tend to be quite balanced amongst each other, however it's a few outliers that make it appear to be not the case.
Super Strength by itself doesn't make one OMGUBER.
In fact, last I recall, Brutes didn't do more damage than Scrappers untill certain factors where brought into play.
Like Fire Armor! It just plays to a Brutes strength. Damage aura that increases in damage with more Fury but isn't effected by Scrappers Crits. Fiery Embrace that gives Fire Damage based on your +DMG. And of course Burn. Lovely Burn!Again not effected by Crits, but loves that +DMG from Fury.
Then there's Gloom. How it helps a Brute out so well. Helping push Brutes past Scrappers in terms of ST DPS. Mind you, all weapon sets seem to still favor the Scrapper because Gloom causes redraw to use.
Now amongst balance of ATs. That's always going to be tricky. And personally for a lot of it, I find most of the ATs that people say "This AT isnt as good as this one" are focusing on the Solo aspect of the AT.
Yup. Scrapper tends to be a better solo artist than that Defender or Troller.
But go on a team, and that Defender or Troller tends to outshine that Scrapper.
A Blaster player who knows what they're doing can outshine a lot of melee's on a team as well.
This isn't to say some things shouldn't be changed on some of these ATs mind you.
Blasters as they are now, imo, lack in the damage compartment, but this is likely because when I make a Blaster, my goal is ranged damage and not throwing in melee attacks everywhere.
Melee attacks either cause my blasters to redraw which ruins the damage or requires them to be in melee more than I want them to be (note, with my Dual Pistols I tend to stay in melee...but then it suffers from the redraw).
Hopefully in i24 Blasters damage concerns are addressed. So far I'm thinking they will be.
Scrapper vs Brutes vs Tanks and Defenders vs Corruptors. Some tweaks could likely be used in place for sure, but they're small tweaks, but even the smallest tweak can send people into "OMG HATE MODE"
Basically balance in a MMO is never going to be easy, likely never be in play, and really only be possible in a game without classes and where the only difference in abilities amongst the players is graphics (not animation times). -

The fact that you are still playing the game without the nerfs basically means you're willing to accept the game as is.
The fact that MANY others (as evidenced simply by the hard on for soft capped defenses so many players have) would stop subscribing and stop playing the game because the characters they built in specific ways no longer function as they used to and have no hope of achieving that performance again.
I can't imagine on what basis you think the game's population would not suffer a decline in players but I assure you that, to put it simply, you are wrong.
At this point the devs aren't going to rock the boat in any extreme way that might alienate their player base because that player base is small enough as it is. Doing anything to make it smaller is financial suicide which I honestly believe doesn't seem to be getting through to you. The game would not be better for the nerf. The game would die.
If they did GDN/ED and said "We know this hurts now, but next issue we'll have Invention Origin Enhancements" and then showed those IOs off, I think those upset with GDN/ED would of been (for the most part anyways) a lot less upset. -

What's sad is Joe Q doesn't want Spidey to move on at all.
I've always prefered the idea of Spidey with Felicia, but MJ is a close second.
Not only that, ending the marriage the way they did was the worst idea ever. A simple divorce would of been better (and I say that as someone who hates divorce stories). -

If barb gets the .83 (they said sub 1s so this makes sense) to put it in line with the other tier 1 attacks like MA, DM, etc it will have a 57.18 dps
If lunge gets changes I expect which would be Cobra strike/crane kick numbers it will have like a 73dps (The MA attacks are very close in activation times and they said everything increased makes the most logical sense based of that statement)
Impale unchanged is 49.13dps and throw spines is 49.70 and ripper is 63.38
So if all the rest stays unchanged the new attack chain will feature Barb, Lunge and Ripper I have not worked out an optimal chain not really my forte maybe one of the dps experts will chime in on my hypothetical changes. My best eyeball guess looks something like this lunge>Barb>Ripper>Barb>lunge or something along that lines wanting lunge and ripper up as often as possible
Right now, the chain I posted is the best for Spines, and it does decent ST (not top for sure) but Spines does better than most people give it credit for I think. -

...Do you mean Talia? It's hard to imagine Joker would have figured heavily into this movie if Ledger had not died. He certainly wouldn't be a stooge to anyone; not Bane, not Talia al Ghul, hell not even if it were Ra's al Ghul himself. Honestly, I think we would have gotten the exact same movie.
But I think the movie would of been way different if Ledger had lived. -
