  2. The OP isn't complaining that the devs said Staff wouldn't be out in April, and then it was.

The OP is complaining that the devs said they wouldn't announce the specific date at all at first, and then eventually Zwill did give the date. Thus, PR breakdown, the devs ought to be ashamed of themselves, etc.

Frankly I find that an insufferably petty thing to complain about. Do you also complain when NDAs are lifted?

There's a difference between dusty, old, uninteresting sets and sets that are very nearly unusable such that they're simply not used at all (statistically speaking).

Forcefield is boring, but it works. Old Energy Aura didn't work.

Sets that are boring but work are best updated by judiciously adding in secondary effects that enhance but do not otherwise change the set's gameplay. It's a limited kind of updating, but it's the best way to make everyone happy. This was the case with the Assassin's Strike change, and from what I understand was mostly the case with the Grav Control changes. It's either that or the devs work with the community who plays that set to see if there's something they all agree they don't like, which can then be overhauled. That's rare and time-consuming, though.

Really, the more people who play a set, the less you can do to tweak it, and vice versa. When almost nobody is playing a set, you can do massive overhauls without upsetting anyone, but if there's a lot of people who like it, even a small tweak can raise a shitstorm.

Devs have access to those statistics, and if enough people like Energy Blast, then they're not going to pay too much attention to people who say Energy Blast needs an overhaul.

  7. Looks like it's 25%. 100% for 30 seconds, 50% for 60 seconds, and 25% for 120 seconds.
  8. And for a single page, the thread united as one to stop and stare and say "What the hell was that?"

yes normally out of 100 attacks with only hide you might get hit 48 times if its another player like the example being used implies.

you are trying to imply resistance...a person with hide isnt going to take 47.5% of the damage they have a potential of not taking any damage with your base 50% chance to hit(thats a player only of the same level by the way) with -5% due to hide.
which means they have 55% chance your thing will miss normaly....in this case a player...since only players have a base 50% chance to hit. After all if enemies only had that.....most players wouldnt get ever.

Yah hide doesnt give resistance only some defence...and when hidden it gives like 25% to area of effect defence. also it still has a broken null value in hide.
This post is so cute I want to print it out and frame it on my wall.
  10. I sort of suspected the numbers would be run before I could get home. Thank you Arcana. So more or less that too is a wash, since even saturated RttC isn't going to be vastly better than Recon. A WP Scrapper can better survive a huge mob, but the Stalker is more likely to whittle that mob down pretty fast. Beyond that, it basically depends on whether or not you like defensive click powers.

Well, go figure. I would have thought there'd be something in there that would make it less survivable. All the tradeoffs for the other defense sets aren't what I would consider make-or-break, especially once you factor in Hide.

Now, once you start piling on MaxHP bonuses like Accolades and set bonuses, I should think that RttC will wind up being better in more circumstances than a static heal, but of course that's not useful for a set-to-set comparison.

    325*1.95=633.75
To be honest, regeneration percentages confuse the utter hell out of me, so I prefer to rely on the final hp/sec output.

    Quote:
Now, RTTC has a decent to-hit debuff, but it's beyond my math skills to determine a model to account for that. Or for Recon's toxic resists.
That's not much more difficult. It's -3.75% to-hit for each target hit with RttC (and RttC is autohit). As long as you assume the targets don't resist and you're dealing with 10 or fewer aggroed enemies, it's the same as 3.75% defense. Since Stalker WP gets 1.875-3% unsuppressed defense from Hide, which is unresistable compared to to-hit debuffs (and also isn't limited by a target cap), we can call that a wash.

    That's accurate.

100% of damage is sent at you. The base to-hit is 50%, so with 0% defense, on average 50% of all the damage thrown at you will hit you. With 2.5% defense, on average 47.5% of all the damage thrown at you will hit you.

Thus, of all the damage that actually hits you, there is a 5% reduction (as 5% of 50% = 2.5%).

Reconstruction with SOs returns 50% health every 30 seconds. And it benefits from additional recharge. Get it to 20 second recharge (which my Stalker and Scrapper does) and it heals just about as much as a fully saturated RTTC and you don't have to have keep any NPCs around you.
Are you also slotting RttC for Heal SOs in your calculation? You didn't say, so I can't be sure.
    Quote:
That has not been my experience at all.
I based my armchair analysis off a very quick look at my IOed-out WP Scrapper in Mids before leaving for work, comparing against Reconstruction with 100% Health enhancement. When I get home, I'll happily compare SOs to SOs.

Right, I mentioned the soft controls Nin has, but that's not as easily quantifiable or comparable to other defense sets as D/R/R.

Nin has slow, sleep, and confuse available. Very interesting defense set, to be sure.

Really? That seems unusual, if you're measuring defense and resistance and regen. Ninjitsu only offers defense in steady quantities (with Kuji-In Sha providing some healing and toxic resist). Its survivability shoots up because of the number of soft controls it has, certainly, but I'd think in a D/R/R comparison it would come up short.

Also, although I'm at work so I don't have Mids to help me with the numbers, Stalker Willpower seems on the surface to suffer from lack of RttC. I imagine they were given Reconstruction because they don't have the HP to fully leverage +Regen, but Reconstruction doesn't scale like RttC does, and it suffers from being a click with a significant recharge which also cuts into offensive power.

I don't think the actual gap is all that large until you start mixing in set bonuses and accolades and such, but Scrapper Willpower can quickly outpace Stalker Willpower, allowing the Scrapper to survive large groups more easily than the Stalker.

Reppu, feel free to post artwork every time A_F posts. It'll help balance things out.
  16. Energy Cloak's defense does not suppress in combat. Still, 48% or so is good, since the set does not have perfect DDR, so you'll want at least a small buffer.

That sounds very unusual, considering that my current main is a TW/EA Brute and never had much trouble with End, despite TW being a gas guzzler. Are you slotting End Reduction in your attacks?

  19. I would hazard a guess that what Another_Fan thinks he means is that Stalkers had already paid in the past and they only now were getting what they paid for. The recent buff balanced a previously unbalanced equation, as it were.

Still not what he actually wrote, of course. Stalkers didn't pay for anything during the recent change.

He's in Take Down The WarWorks.

    It's really Take Down Nightstar.

I'm really not fond of how missions are labeled, both in the game and in Paragonwiki. I found those by going to Maria's page and doing a search for Siege and Nightstar, plus the Nightstar one is listed under Badge Missions in the Contents list.
