That 45% is not a straight 45% damage increase. It is added to your damage bonus, along with enhancements and any other buffs you may have. If you have 200% damage bonus (enhancements + build up) you will only get about 10% extra damage out of the tier 4 Musculature.
The tier 4 spiritual feels like it was made just for regen. I plan on getting that for mine since what regen wouldn't be better without MOAR regen and MOAR recharge. -
Also holy crap that's alot of merits. So I have to say what are you selling a +def pvp io for?

I don't get why the 3% resist is that great either but I guess if you have the extra slots then its ok since every 2% resist basically equals 1% defense. The +hp/+end isn't to bad. It's not good enough to say replace a Numina/Miracle/Performance shifter proc but it will compliment them. In PvE it gives a slight amount of +hp. On a corr I've seen grant like 67hp like every 10 or so seconds. It grants less end than the Pshifter proc but it does help. For fun times you can place it in spirit tree to grant +hp/+end to the whole team.

Hello controller fans this is a thread about me solo'ing random stuff with my Elec/Cold/Mace Controller. This first post is a consolidation of all my others in the thread and I'll post new stuff in this post instead of me making alot of posts within everyone else's so it'll be easier to sort through.
Anywho now onto the good stuff...
My fastest Pylon time to date with no temps/inspis is 3:10 but here is a video of me doing it in 3:19 Elec/Cold Pylon Solo'ing
No temps/inspis and at lvl54 no less Requiem
Sadly had to use a few small greens to take her down but none the less here's Black Swan
No temps/inspis and lvl54 to boot, he took awhile to take down but fell none the less Vandal
Me taking on Death Surge with only using a wakie and a breakfree... Beginning and End
After 3 hours and over a tray of greens I took down the beast of the deep Lusca. Note I did use a vanguard heavy and a radio backup at the end to speed up killing the head but the backup got down before the head fell.

Just to add onto what Julius said it occurs after the sleep/dmg has been dealt. I used to PvP with a Mind/Therm troller and I'd slot up the ST sleep for damage and throw a Placate proc in it for extra goodness.

I think it's safe to say I killed Pwnz twice. I campaigned for over a year to have it merged with forum games and it finally did when we got the new forums. Now I got the last one locked and netted several warnings from ol el cinco.

As a former virtue pvper I can attest to how bad they are. To bad I stripped my pvp toons or I'd join for shiggles. -
Just a thought any idea how much the wedding band or making an inspi run for oranges would cut down on glooms DoT? Or perhaps loading up on greens/purples and popping a couple everytime PA is about to drop?

Haven't looked at the second build but if you notice in the pm I sent you I slotted Acc in Heat Loss. Unless you're using HL as a +Recov buff and not a debuff you don't need Acc. Unless it has changed HL summons two pseudo pets, one that radiates from you and one that radiates from an enemy. The one from you is autohit and gives you the +recov buff while the one from the enemy requires a tohit check in order to do the debuff. Turbo_Ski has a very good guide that explains it better than I did.
HL is a great buff and equally as good a debuff so I think it's worth it to make sure the debuff hits unless you don't fight anything harder than a boss. -

Oh yes I'm working on it on two of my 50's. I LOVE the idea of having heat loss on my Elec/Cold troller 5seconds from perma. Also having healing flames up whenever I need it on my KM/Fire scrap is just sexy.

Taunt gives a -75% range debuff so ranged AT's will have to get in alot closer and not to mention keep someone focused on you instead of a teammate.

I haven't tried softcapping /DA but it is possible to softcap /FA to S/L while still getting other good bonuses. If you want to shoot for all types then like Doc said low 30's is good.

-CD could just have the snipe damage component added to all set's snipes. Sets without a snipe...oh well T_T
-Stealth, honestly the -speed is negligible. But if I were to help it out, changing it so it only suppresses when *you* attack would be cool. It'd be a pretty useful power to stealth mission objectives (which, honestly, I don't see as an issue). And you can still stay hidden when you get attacked.
Personally, that Stealth can't stack with other stealth shouldn't be a problem. It's Stalker's schtick to stack stealth anyway. But I still think each stealth power could have unique features to make them desirable to flip between different types of stealth like:
-EC/CoD is the combat stealth that keeps you hidden all the time.
-Steamy Mist/Shadowfall is the team version of the above.
-Hide is a super sneak attack mode + perfect invisibility.
-Cloaking Device could be the ranged version of Hide minus the perfect invisibility.
-Stealth could be the mission concealment version to get special objects while staying unnoticed.
-Invisibility could be a super aggro-shedder panic button that gives defense and drops your threat super low while its on.
Eh, basically just build each with specific tasks in mind rather than needing them to stack (which isn't very useful in PvE anyway and annoying in PvP). -

I have come to the conclusion on a few of my 50's I just can't stand to play them any longer.
I have a electric/electric blaster that just is such a let down, under powered and just such a bore to play.I've slowly been respec him out of his sets until there is nothing left.
I've done multiple respec's on him tried different builds on him and have never had any build to be what I wanted him to be.
My next build is my rad/rad corr while I really love /rad, his primary is a disappointment I probably should have rolled sonic/ or maybe fire.Same as above have tried different builds on him and nothing ever "clicked".Slowly respec him out of his sets and soon he will be gone.
Although I have breathed "new" life into a few of my other 50's, my bots/ff mm oh so boring but really great on Hami raids and a "marketeer' now.
My fire/kin troller while I am really "farmed" out (I have a ss/fa brute also that I just can't stand to play) I think after a year or so of just farming pretty well doomed it for these two AT's.
Until on my fire/kin just by chance I helped a sgmate take on some GM's and ran a few mishes and really loved him running regular mishes.So my fire/kin is back and slowly planning on purpling him out.
Although my ss/fa broot I just can't go near him without cringing, I just cannot stand Rage anymore.I'll keep my brute but only because I have had him for years now.
A Spines/DA scrapper while I love spines I just cannot play dark.I'm keeping him now, I don't want to give up him yet.
I'm on the fence about my WM/SA broot and you probably guessed that since you really can't run in Granite it sorta really makes the toon suck.Yes,I do realize there are guides to make them run quicker,I cannot bring myself to slot it that way.Luckily the wife has a /kin corr she likes so he does get to go out once in awhile but not too often.
I'm really picky about my toons and I love an idea and sometimes it makes it to 50 but alot of times they don't.It's a long standing joke in my sg that I burn through more alts than anyone they know and I have delete on speed dial for my toons.
So what about you? Have any that have made it 50 and just died for you? Or bored by what they are now. Maybe they got changed in some issue or pvp might have killed their effectiveness.Let's hear about it. -
Sadly just one. It's best to use it at the end of an attack chain after you build up the buff from Power siphon.

Yeah went with what I had available at the time. I started the game right after villains launched and didn't have or played heroes barring playing on a friends account back in I5 so I never knew what powersets they had.

Perhaps Plant/Storm would be better for what you want to do. It has good controls and does decent damage. Seeds of Confusion would help you mow through things quicker.

From level 13 on, with some cheap sleep set IOs in Static Field, I could go up to fairly sizable groups of even level mobs and (as long as none of them were Fortunatas) keep them controlled essentially forever. I sure couldn't do that on my Fire - Flashfire has too short a duration and too long a recharge, and once it wore off I'd be out of options. Maybe that's not such a good comparision, with Fire generally being considerd a bit low on control? Perhaps. But Elec's non-binaryness goes a long way. If an AoE hold or stun misses, that's *it* for that power until it recharges, which is going to be a while. Static Field gets to try again in two seconds. And, if you're like me and put it at your feet, anything that misses is going to be getting regularly drained by Conductive Aura, so enemies still aren't likely to get a chance to attack. And if more enemies wander in, they just get absorbed by what I'm already doing. It's very rare that I need to think of using a "panic button" power. (Which is a good thing, because I don't have one yet.)
Probably Elec's biggest disadvantage is the delay between my opening Static Field, and when full control is established. I don't find this to be a major issue when solo, and it's not bad on small teams either. Large teams, yeah, it's going to do a lot less. But that's about how I feel on my Fire on a large team too - minions go down so fast, it's hardly worth the effort to try to control them a lot of the time. So more of my focus ends up on keeping particular nasties out of the picture and using my secondary. Not that it'd be bad to Flashfire every spawn.... but most of the TFs I've done have been at levels where I don't have that much recharge yet.
As for things to pair with Elec... Well. Looking at the numbers, I'm not too thrilled by Cold. A lot of it seems to be -recharge, which feels redundant with end draining - by the time they get the end to attack again, something's probably going to have recharged regardless. Rad I'm finding to work quite well so far. Elec's end recovery makes the toggles much more managle, and the toggles reduce the chance that any gaps in control will amount to anything meaningful, as well as improving damage. Trick Arrow looks like it'd do more for damage output, but maybe a bit less for mitigation. Less risk from mez though. Storm looks like it could be a lot of fun if you're good at leveraging knockback.
I'm a level away from it yet, but it sure looks that way. If it misses, you get nothing, but I'm under the impression that if it hits (and you have enough accuracy), it essentially *will* hit everything that's standing close enough together to chain. And if I'm reading the in-game numbers correctly, it doesn't notify enemies to your presence. Combined with the quite short recharge... Well, it's not the be-all end-all of confuses, but it still sounds like a power I'll enjoy using whenever possible.
Infrigidate: -speed/-rech/-def It's a great power to slot a Achille's Heel -res proc so you'll hit more and hit harder.
Ice Shield/Glacial Shield: +def for your teammates/pets is great.
Artic Fog: +def to all and +res(fire,cold,energy,slow) while also giving stealth.
Benumb: -dmg/-end/-regen to one target. That's a great debuff on any hard target and it recharges fairly quickly.
Sleet: -speed/-rech/-def/-res Great location AoE with a pretty good radius while also a small DoT. You can also slot the -res proc in this for even more -res goodness. Slotted with rech and with hasten this thing is up quick enough to help mitigate elec's lack of dmg.
Heat Loss: -res/-end/slow and +end/+recov to you and surrounding team mates. LONG recharging power with a good duration attached to it. When it's up you can attack all you want and never run out of end. Also gives good -res for more dmg.
I'd say /rad is better if you just want to fire and forget but is pretty end intensive and you get a heal so it just depends on the playstyle I suppose. -
I've taken several KM's to 50 and I love the set. It hits like a truck, Power Siphon makes you want to run like a brute and did I mention it hurts things? My favorite combo so far is KM/Fire for all kinds of damage goodness.

/Cold paired with Elec/ has alot of synergy for a few reasons:
- +def shields for the gremlins means they last longer since they only have resistance to energy.
- Elec/ isn't a high dmg set so Sleet and Heat Loss helps make up the difference.
- When paired with /Cold, also /Kin, you become a very nice sapper.
- Elec/Cold gives you quite an impressive amount of soft controls. There is something satisfying about being able to keep several groups of enemies from attacking your team since they are slowed/slept/end drained/confused/knocked down.
- Gremlins have lightning field(DoT taunt Aura) so shielded up they can tank for a little while.
