I've only read to the end of the DB section so far, but two things stand out to me.
One is that you use the name Sweep when you're probably referring to Attack Vitals, as in "Now that you have Sweeping Strike (you did take this at 26, right?) you can start mowing through groups of enemies efficiently by using the Blinding Feint -> Sweep combo attack chain," in the description of Sweeping Strike. Just comb through it again and I'm sure you'll resolve them.
The other thing is your treatment of the Empower and Weaken combos. You might not have had them whilst playing through the low levels, but in a guide you should still address them. It seems like you've just ignored them here.
You can get more feedback about them from the Scrapper boards, but I can go ahead and tell you here that the two combos make life a whole lot easier in the early levels. Empower is rarely used by anyone after they have SOs, but in the early game the To-Hit and damage boosts are incredibly useful. Even more important than those, though, is the -Def in Weaken. BF -> Weaken is an absolute god-send in the pre-SO levels, allowing you to reliably hit those things you've debuffed, sparing you much of the whiff-fest that are the TO/DO levels. Also, later on, Weaken's To-Hit debuff becomes very useful to Defense-based sets. Generally speaking, it's better mitigation for Defense-based sets than Sweep is, though Sweep is better for Resistance and Regeneration sets.
Anyway, a valiant first effort! Take care of those two things and it'll be an even stronger guide.
