The intent is broken, then. The badge should be moved. I hate having to hope someone else is going to be running a raid while I'm on to *maybe* sneak in and get the badge. If it weren't needed for anything - if it were an extraneous badge - it wouldn't matter, but it's needed for the zone teleport beacon.
Alternately, remove it from the RWZ beacon requirements.
Having said that, if the Devs chose to address this, I'd rather they removed it as a requirement for the beacon (since most beacons only need 8 badges) than moving it elsewhere. -
It's WAI. You're supposed to only get it when the shield is down.

Having read the guide, not having played that trial yet but knowing what the IDF, Warworks et al. do, it seems to me that acquiring any of those badges will be nigh on impossible.

Yes, it appeared on one of the Sharkhead miners arcs. I remember dying to it with all my villain alts. Most invigorating and character building.

On the Launcher click on File, choose Settings, Advanced tab and then select North America instead of Europe. You'll then have to restart the Launcher.
