    Yes... to industries where that kind of subjectivity can mean huge money losses or the loss of lives, I'm sure they go with billion for 10^9. Just because the north americans (it's all gone to teh americans!) use it with that meaning doesn't mean the rest of the world have to follow them like sheep.

    I know about the milliard word (I have access to Wikipedia just like you and the rest of the people who use the internet) but if an ISO rule already exists stating what is which and how it should be referred to, I'll stick to that, thanks. Especially when you take into consideration short and long scales which just add more noise to the mix.

    And yes, the build assumes normal IOs as soon as possible. Black Hare is 30 at the moment, so I still have time to move/change things around.
    Recall friend was the first thing that came to my mind because it only needs the inherent slot to work. And since he's a PvE build maybe I can skip the aid self.

    I'm based on Defiant so unless Uzzi browses the forums, no chance of meeting him.

    I'm now more inclined to the Heal, but as this involves a lot of Inf (and I don't have the time to farm for it ) I really appreciate your opinions so far. Thanks a lot! ^_^
  12. My Mind/Emp is now at a point where I have the option of either slotting in a Numina's Heal OR a Numina's +Reg +Rec on Healing Aura. I only have 5 slots in it and I've got all the other Numina's enhancements already in. I don't have Fitness' Heal on my build. I also never PvP.

    So, what I'd like to read, is your opinion about which one I should go for. If anyone wants, I'll post Blue's build. Thanks.

  14. My poor Mind/Emp/Psi can't even begin to reach the level of damage my Fire/Dev/Flame puts out... so while PRAF's statement might be true for some powerset combos some of the time, it certainly isn't a blanket statement.

    Having said that, I really would like to see my holds go back to pre Containment values, even if it meant losing the damage capability. I soloed Blue up to 32 (back when there was none of this Containment) and only started having trouble with killing mobs (and by trouble I mean spending lots of time on each one) when I got to level 35.

    Actually, I want pre Containment holds with pre Controller AoE nerfs (I loved what I used to be able to do with Psionic Tornado). Now that's what I call fun! ^_^

  18. So is it still going to happen or not? Blue still needs both badges and Maroon hasn't even started on them... and at a rate of 2 bombs per Sunday, it'll take me 13 Sundays (or 3 months for each toon to get it )

    Oh and the gathering spot is near Point du Hoc (a bit SE of it), right on top of the Usurper badge, or, for those familiar with previous raids, the place you get teleported to when the Mother Ship shields come back on.

  21. @ Mothers_Love: lol Malodorous Effluent of the Rotten Cabbage - that's the level 53 version. It grants a 10% of gagging, 15% chance of blindness (it's that bad a smell) and 20% of sleep (associated fainting effect).

    When I open the enhancement screen and place my mouse atop the Noxious Gas power, it states that it accepts Targetted AoE Damage sets. However, none of the enhancements that compose said sets can be applied to said power, because all of them have a buff that applies to something the power does not allow to be enhanced (i.e., accuracy).
    Which kind of defeats the purpose of stating that the power allows for Targeted AoE sets (at least the ones I stated in the OP). Hence my original question.
  22. Power says it allows for Targetted AoE Damage sets. On the other hand, the only enhancements that can be applied are reduced recharge, endurance reduction or range. I've searched for an enhancement set that could conform to this and, as far as I know, the only targeted AoE damage sets I've found are Air Burst, Detonation and Positron's Blast, none of which can be applied to Noxious gas because they alter damage and accuracy.

    So, does anyone know if they're is a set that can be applied to Noxious Gas?

  23. My Necro/Poison MM is approaching that time (slowly, but surely) where she'll have to decide whether or not to take a Patron. I still think there should be a specific MM Patron just like all the other Villain ATs have, but failing an unforeseen temperature drop in the the nether planes, I don't see it arising any time soon. On my other toons, I plan on taking the appropriate Patron (as I have done with Maroon, who is sponsored by Scirocco).

    I'm currently wavering between Mako (because of Bile Spray, which ties in with the Poison set) and Ghost Widow (because pretty much all the powers tie in with Necro, even if she's the Dominator’s patron...). If not a Patron, I'm thinking on the Medicine pool or the Leadership pool.

    I don't PvP nor do I plan to, so this is a strictly PvE, solo/team toon.

    With all this in mind, I'd like your opinion on what would be appropriate for Green Hare. I'll post her build so far and her bio (if that helps):

    Until the summer of 1999, Green Hare was a simple herbalist in Calcutta - more fortunate than many, since her family's traditional remedies were popular with the tourist trade. It gave her enough income to maintain a decent standard of living, but nothing particularly impressive. She always figured that someday she'd marry, settle down, pass on the family lore, and in time re-enter the Wheel of Life. It didn't work out that way. Instead, Green Hare watched everyone she knew die horribly while celebrating a feast day on the banks of the Ganges, as the walls of the world broke down to let through some unnameable terror. The terror itself passed, but that didn't bring her friends or family back. Nor has it let her close her eyes. She peered beyond the visible through holes into nightmare, seeing homes of demons and exalted and things she'd never imagined. The sight burned holes in her eyes, and now she sees such things everywhere she goes. The world has become a place of shadows and illusions to her, for she sees everywhere the stirring of the powers which make the world out of their dreams and wishes. Which is to say, she's hopelessly mad. Green Hare closed the shop, sold the family remedies, kept a few of the more... interesting ones, and set out in search of explanations. She also decided to bring her family and friends along with her. Too bad she can't see they're all dead...
