I figured that starting with 0 defense, I was better off going for recharge to get healing flames up often. As I was leveling up, I found it a bit end intensive so I added some easy endurance ones.
I'm also using a lot of IOs I already had in storage. I had a good number of crushings. But if people with a lot of fire experience say I should go another way, I'm willing to listen and experiment. But I'm not willing to make a multi-billion dollar build with lots of purples and PvPIOs. Frankly, if it can't be good enough with "normal" sets, I figure that money would be better spent on another character to make a great one into a godly one.
I want a tank that can handle a spawn for 8 and AVs for a team. And you can't always assume that a team of 8 will have buffs, sad as that is. I have seen a lot of melee, blasters, and EATs lately and very few corrupters, controllers, and defenders. And the controllers are very often fire/kins who don't have increase density.
I figure if I can handle big teams like that, I should also do OK as a solo farmer. -
I've been leveling a fire/stone tank since I had never played either set. It was ok in the lower levels, if a bit end heavy. It seemed a bit squishy in the 20s until I got tough.
But it has just never felt very tankish. It feels like a weak scrapper. This is my build, although I don't have all of the IOs listed it's close enough and it's my anticipated plan.
I usually run in (while hitting Build up and Firey Embrace) and then burn and fault, then single target attacks till burn and fault are back up. Heal and consume as necessary. Taunt those at range.
Any suggestions on build or tactics?

Scroll your camera all the way back and slightly up. You need to have eyes in the back of your head and see as much ground as possible.
You need some sort of +perception. Certain powersets have that built in to them (focused senses, danger sense, targeting drone, etc) but otherwise you need a rectified reticle IO, or a pool/epic/patron power (tactics, focused accuracy), or a teammate to buff you (clear mind, O2 boost), or the base empowerment buff.
Conversely, you will want to have some stealth on you again from your own powers, a pool power, IO, teammate buff, or base empowerment buff.
Since I13, knockback has become a very effective tactic. If you have a KB power, consider enhancing it. You will also want to have significant kb protection. For casual play melee characters other than fire and dark probably have enough. For competitive play you'll want 41 points of KB protection. That's a LOT of karmas, steadfasts, and zephyrs. -

Also, consider buying the ninja pack. Ninja run+lightning reflexes+sprint+swift is a damn fine travel power. And it works nicely with a dual blade stalker concept.

I wish there was a way to turn off XP AND bank it. So that you wouldn't hear a ding at all until you turned XP back on.
And then . . . DING! DING! DING! DING! DING! . . . on and on for as many levels as you earned while you had it off and a long list of inspirations appear, blocking out your screen. -

And I still say that a Hamidon Raid is probably the best wealth creator in the aggregate. Fifty players and an average 5 million influence per player is 250 million. And that's being conservative. Some of the HOs go for much more than 5 million. And if everyone took merits and tried their luck at a roll, that's 100 chances. I guarantee their will be several LOTG, Numinas, Miracles, etc. in 100 rolls.
Of course, you, individually, might not be the person with the lucky roll and would probably be better off solo farming. -
The original Hammy raid went like this:

How does this look? He's a plucky little guy! If you do story arcs or AE you should be able to get the merits or tickets to actually get some of those level 10 "premium" IOs. And with swift, hurdle, sprint, ninja run, and AM (and a little stealth), you should have decent traveling.

Easy enough to test.
1. Take Rad to RV.
2. Open Power attributes UI ("real numbers")
3. Activate hasten - check number
4. Activate AM - check number
5. Let both recharge
6. Find a target
7. Repeat step 3
8. Hit target - note recharge time
9. Repeat step 4
10. Hit target - note recharge time
You can then do the math and calculate if the real numbers is actually giving you an accurate recharge number as well as get the "feel" of recharge with hasten alone and hasten + AM. -
I'd go corrupter as well. You could go with 2 blasts and 2 support or 1 blast and 3 support.
With those limitations, I would go /rad as the secondary. A group heal, auto hit group debuff of defense and tohit, and a group boost to speed, recharge, endurance, damage, and resistance to mez.
With only the first blast or second blast as your choice, it doesn't matter too much what you pick. My favorites would be fire for damage, sonic for -res, dark for -tohit, or ice for slow.
You only get 4 slots to use. I would add one to blast and slot 2 accs, one to RI and slot 2 end, and 2 for AM all 3 recharge.
I do think that level 10 is much more realistic and a better bargain all around. 3 more powers, four more slots, and the ability to frankenslot cheap level 10 stuff will make it much more enjoyable, I think. And it also opens up a lot more AT and build possibilities.
