I appreciate the reply and the conjecture but I don't think that your conjecture adequately explains why Pacing of the Turtle, Impeded Swiftness, Impervium Armor, or Gift of the Ancients rate so high. Although the recharge bonus may explain Impervious skin and Kismet.
However, I do somewhat agree with this part of your conjecture:

But even that doesn't seem adequate to explain the slows. I would have expected the range and melee damage sets to dominate the top of all the levels. They are certainly all towards the top and what we have so far may be insufficient data to draw any real conclusions. But I still find it odd to see slow, resistance, and defense so broadly represented at the top of each chart.
My best guess is that they datamined for powers that had been selected by players as opposed to just adding up the IOs that each powerset and pool power could use. -

What interests me the most is how weighty some resistance and defense recipes seem to be, especially when they supercede melee damage and range damage, which I assumed would carry the heaviest weight.
And slow sets like Impeded Swiftness and Pacing of the Turtle seem much to high to be properly weighted . . . . UNLESS . . . . what if they based their weighting off of datamining of how many powers on existing characters could take a certain IO.
If instead of adding up available powers it added up powers actually taken by players, then the prevalence of scrappers and fire/kin controllers could account for these seemingly odd deviations. -

If you are talking about paying influence, then again, PL and pay to your heart's content. -

I also think it's a good idea to switch up farms periodically between tech and arcane groups. I hate having too much salvage from either pool. I like crafting decent set recipes to store and sell and it helps to mix it up so that you get it for free instead of having to pay for it. Especially lately where salvage can sell for 1 influence on Monday and you can't buy one for 500,000 on Friday.
Doing different groups and maps also breaks up the tedium of farming in general. -
Not that it matters much anymore with super-sidekicking, but what's the level range for the fire/rads group these days?

I park my characters at that level in the arena for the endurance buff day job power. I also always get the endurance/defense pet and have no qualms using it often.
I have a DB/WP tank and I don't recall having those same endurance issues, but tanks get QR at 12 instead of 20.
I also generally put off getting hasten until after stamina for precisely this reason. No sense attacking faster if I'll have to stop and catch my breath anyway. Of course, if you are going for superspeed as a travel power, that may not be an option.
Finally, you may consider shutting down some toggles. I sometimes see people running sprint 24/7 and resting after every mob. But even some shields can be shut down depending on what you are fighting. -

That depends on what you are going for or what you think your controller needs. That's why I suggested you put up a Mid's in a new thread and let people look it over.
If you are going for soft capped defense, stone and ice armors add a nice chunk of smash/lethal. If you are using too much endurance (which shouldn't be a problem on a kin) consider primal for conserve energy or fire for consume. Fire also has the best damage AoE in fireball.
Although you didn't list it, Psychic Mastery is also a good choice not just for the armor, but for the mez resistance of mind over body and world of confusion might be interesting when running in for a fulcrum shift. -
