I think it's still to early to tell.
Market merge (and the accompanying data wipe), new content, new currency, new characters, etc. all combined at once means it will be a few more weeks until the market is stabilized. -

You may find you don't need Stamina, especially if you've got perma-dom. That gives you space to take Grant Invis so you can slot another LotG.
I'd also seriously consider the purple sleep and confuse sets.
At this point, you also have ~ enough recharge to make the Guardian perma* if you six slot it.
YMMV and all that.
* There's a bug that may have been fixed: if you summon a fresh Guardian while the old one's still out, the first one despawns as the second is summoned, but the second is despawned on the first one's timer -- leaving without a guardian.
Right now, I need stamina as I'm leveling up. I also keep superspeed toggled on so I may need it later as well. I also like having hurdle and health. But that is certainly a consideration later on.
My build has the purple sleep and confuse sets. Are you suggesting that I not get them? What would you slot instead?
And perma Guardian might also be a nice thing to have. Do you (or anyone) have experience with the guardian to know if he heals often?
Other than grant invis, what other powers would you suggest? -
I thought about getting a smartphone back in November when my contract came up. After looking at it and weighing the pros, cons, and costs, I decided to get a regular phone with limited internet access (LG eNV2). I find that I hardly use the internet access, but it has ocassionally been very useful when I was in a car or restaurant and needed some information. I do like the full keyboard on it though for when I need to type.
I also think that the decision whether or not to get a smartphone is influenced by where you live. The big metropolitan areas have apps that either aren't available in a smaller market, or just wouldn't make sense. -
Try using one of these City of Heroes build planners. Most people prefer using Mids and frequently import their builds from that program to here, which lets people really take a close look at it.
The standard SO or generic IO slotting for range, melee, and area of effect damage powers is 1 accuracy, 3 damage and the other two either endurance reduction or recharge or one of each.
The standard for defense and resistance powers is 1 endurance reduction (if the power uses endurance, some don't) and 3 resistance or defense.
Control powers vary greatly. It depends on the power and the play style.
Because of a developer policy called "Enhancement Diversification", generally speaking you will not want to slot more than 3 of any particular type of enhancement because you will get increasingly diminishing returns. So instead of getting an extra 32% increase from an SO, you'll get 3 or 4% increase.

90-something characters over two accounts (most of them gathering dust), twenty-something of those are level 50, NONE use a second build.
All of them still have a full set of veteran respecs and a freespec.
I love leveling but I hate respeccing. A second build is just like a respec to me. -
Here's a build that I put together for my new Electric Dominator. He's got perma-dom, which isn't as useful as it once was but it still provides mez resistance and an endurance boost. He's also about 10 seconds short of perma hasten. All that recharge and the endurance boost also allows him to be capped to smash, lethal, and energy 1/3 of the time and not worry about the crash.
Other than recharge, I got a mix of HP, minor defense, regen, acc, and damage. None of it is spectaular, but it all stacks together and adds a lot of survivability.

Do you play on Virtue? I ask because I have heard several role players talk about how their characters would not associate with or assist former villains.
Unfortunately, you may have had some folks with that mentality on your team. -
I made an electric/electric dominator with the new issue, ran him through Praetoria, and am now playing through tips and Striga missions.
I would like to find other electric themed characters that are in the process to level up to team with. I think a few electric characters will have every enemy drained, asleep, and dead with cracklin energy style!
I generally play most weekdays from 7:00 to 11:00 pm eastern, as much as I can get away with on the weekends, and sometimes can sneak a few minutes to an hour between 6:00 am and 7:00 am.
Right now I am running mainly tips because it is new content, whatever TFs come up, and the ocassional story arc for badges or temp powers.
I have a fully functional base that you are free to use, but you don't have to join my SG. I just want to team with other electrics!

Some of that is my personal bias. I have never liked choking cloud, but in a FRAD superteam it becomes pretty darn good. But then again, so does everything else.

The real must have powers are Accelerate metabolism, maneuvers, tactics, and assault from the leadership pool, hotfeet, imps, and your favorite AoE mez to set up containment. After that, you can really pick anything else and it's hard to go wrong.
Smoke and bonfire are the most skippable in fire control. Choking cloud, fallout, and Emp pulse are the most skippable in radiation emission. -

You'd be better off using the Damage Nuke against the AV's buddies. It's a 2 second cast time and a rather long animation. The real number screenshot posted above overstates its average damage.
I wanted to check Red Tomax's site for some more precise numbers but the site seems down at the moment. I believe it does closer to 230 points of damage (unless you're a robot) and then that has to be adjusted for the AV's resistance. -

TL,DR?
A-Merits are nice, probably most useful for purples/pvp-Os
R-Merits are nice, still probably the most useful way to purchase specific recipes.
We will have a better idea of how fast people are gathering these merits in a month maybe 2. Honestly, until then is all speculation.
Of course all of this is just my opinion and is 100% wrong.
Tips have the initial time to get the first tip, but after that you should be good to go and rarely have to leave the zone. Don't need to wait on anyone.
Of course, I think the best thing to do would be a mix of TFs, Tips, and the occasional AE farm for tickets. -

I agree with casting the bio nuke as a buff phase before attacking but after summoning pets, and then chem nuking the AV after shields go down the first time, but I don't find the nuke nukes (heh) all that impressive. Totally skipable.
Also, you'll want to ration your bio nukes to one or two at most. You start hitting caps after that with the addition of player powers and it becomes a waste.
