    I don't think the Well notices lowbies.
    I imagine that the Freedom Phalanx TFs, the "full" panoply of villain SFs, and the CoOps will be on the list and that Katie, Hess, Moonflower, and the Shard TFs will not. Why? Because there are no villain equivalents to those TFs. The respec trials are a possibility as well.

    As to the well noticing lowbies, you can have a one on one conversation with the well in Vincent Ross' arc, "Old Friends, New Enemies, and New Opportunities" between level 20 and 29. It's quite a nice arc. If you haven't run it, you should.

    There currently exists a mechanism in the game that tracks when a character last completed any particular TF. This mechanism is what reduces merit rewards if you run back to back ITFs, for example. That has not yet been coded in to the game for arcs, although I suppose they could. You are suggesting that it track the Notice drop. That would have to be brand new code.
  3. My Feedback:

    1. While I would like to see some way to acquire Notices of the Well solo, I understand that it is not as easy to accomplish as we might think. If there was a "Weekly Arc" that also provided a Notice, then people who can run TFs could acquire Notices twice as fast because they would run the WST and then the arc. And with very few exceptions, arcs are much, much easier and faster to complete than Strike and Task Forces. From a Lore perspective, why should the well notice you for breaking up a gang of Hellions? But if we designated Maria Jenkins Praetorian arc that was capable of rewarding a Notice of the Well, I think that would be fair.

    2. I believe that the Weekly Strike Force will include all or most of the existing Task and Strike Forces at all levels. The ability to gain XP while doing them certainly suggests that. And without using the lower level TFs we would be running LGTF, ITF, RSF/STF, Apex, Tin Mage, and Khan/Barracuda ad infiintum. Including the lower level content is a good idea, in my opinion. And I can understand that completing a Task Force would make the Well Notice us. We have completed something epic.

    3. Because everyone on the Task Force completes something epic, I suggest that everyone should acquire a Notice of the Well regardless of level. A non 50 can't do anything but look at it and think of what they might do with it when they do hit level 50. It is a carrot on a long stick encouraging people to get to the end game. It cues new players in to what the game has in store for them at the end. And it helps long term players to create new characters today that could still become level shifted incarnates in a reasonable time.

    I think soloing a bit at first to get the basics down is a good thing. I did the same thing when I first started. There is an awesome Wiki page called ParagonWiki that has just about everything you would ever want to know about the game.

    There are also build planners to help you decide what powers to pick and what enhancements to slot in those powers before you lock into a decision.

  7. Very impressive, Dr. Gamma! While I don't think I would like to use Gestures2Go to play COH all the time, I do think it would be a great exercise routine for a 30 minute workout.

    One Rikti Ship Raid worth of gesturing would burn a TON of calories!

    Sorry, but I think you are misremembering. Here are the Patch Notes regarding Bases from the 12/3/08, Issue 13 debut:

    They removed raiding simultaneously with the change to pathing and stated that SGs wold be able to chose whether to raid or not when raiding was re-enabled. So it did not fail epically, it was never tried. And even if it was, "instant" raids were always consensual. Both SGs had to agree to engage in a raid.

    So, with that in mind, would you still oppose raiding if it was entirely consensual?

    Raids cannot be re-instituted in their former incarnation. Bases have evolved beyond what they were intended.

    The reason raid pathing was a problem was because people could set up obstacles in front of raidable items to make them hard to find or impossible to reach. A simple solution is to make decorative items destructible and then completely restored after a raid.

  12. The GMs that do get taken down regularly are because they are required for accolades: Eochai, Jack in Irons, Deathsurge, and Ghost of Scrapyard.

    With the introduction of side switching there has been a little more interest in taking down other monsters as badgers are looking to get them all. But most of the badgers seem to be heroes that went to the Rogue Isles and not villains traveling to Paragon. So monsters like Lusca are still lonely.

    First, thanks for reading and posting in a PvP thread.

    Second, I have no problem with the CONCEPT of diminishing returns and understand that it gives the powers team a lot of room to tweak. I do, however, have a problem with the current DR settings as they make sonic, thermal, cold, and force field shields essentially useless as any character is going to have one or more shield toggles of their own along with built in PvP shields that essentially give blasters tanker level protection.

    I think we would be better off without the PvP shields or at least greatly reduce their strength and relax the DR curve so that the first shield gives all or most of it's PvE benefit with any additional buffs hitting an ED-like wall of increasingly small benefits.

  15. I'm not sure how this Producer's Letter turned into a debate between casual, introverted, solo content and power-gamer, extroverted, team content, but here is my two cents:

    I hope they keep doing what they are doing.

    I solo and I team and I enjoy the opportunity to do both. Sometimes I just like to be by myself and run missions or just run around zones and get exploration badges. Other times I love being on steamroller teams that tackle the hardest content the game has to offer and the only challenge seems to be whether we can do it faster than we did it last time.

    I have always appreciated that this game allows me to be a gamer and a father. I can start a solo mission and then sit in a corner while I go make dinner or help with homework. I like that I can play for hours or just a few minutes and still feel that I am making some progress. If the future of the game took those things away, I would not be happy.

    But just because they are adding more difficult, team oriented challenges does NOT mean that they will cease creating story arcs and other content that can be enjoyed by a casual, solo player. As mentioned several times above, the Ramiel arc is difficult for some players and powersets but I believe it is soloable by anyone willing to buy inspirations and temp powers. After that, you can solo your way to godhood.

    It will not be as fast as those who prefer to team, but a soloer can get shards and eventually will have enough to craft a boost. With that, they will be able to tackle more foes, harder foes, and perhaps have a greater chance to earn more shards.

    And in Issue 19 they also added more tips, two new arcs with interesting stories and branching side missions, and three Praetorian zone events that are absolutely soloable.

    I don't think Eiko-Chan, and those that she may speak for have anything to worry about.

  20. The pros: This is a very inexpensive build that is high in endurance recovery and modification. It should be able to go like the little Energizer Bunny.

    The cons: I think it is over slotted for endurance and under slotted for just about everything else. If you miss, that is wasted endurance. If you need 3 or four attacks to kill something that you could have killed in two attacks with a little more damage, that is also wasted endurance.

    Other than being very endurance friendly, I couldn't tell what you were going for. You are a human/dwarf build with the dwarf attacks very well slotted. But as a human with all the shields you have almost as much resistance (34% - 48% to all but toxic and psi vs. 59 to all but psi). If you run Lightform then you will be capped to all but psi. Do you find yourself tanking a lot or do you use the dwarf just for mez protection?

    I guess I need to know a little more about your goals and your playstyle. Is this for solo or team? Do you like to fight lots of minions and Lts or hard single targets like bosses/EBs/AVs? Do you run TFs every night? Do you like to run into melee every fight or stay hovering and blasting from a distance? How much influence are you willing to dedicate to the project?

    PBs and WSs are very versatile and can be built for a wide variety of uses.

    Some general ideas: Consider working procs into your build. You have the hold proc, but you could put an achilles heal chance for resistance debuff in just about any attack you have and there are lots of damage procs.

    Think about building for defense. If you were able to soft cap defense with 35% resistance and 2 self heals, all you would need is a tray of breakfrees to be unstoppable!

    First, could someone please fix the bug that causes people to have to relog discussed here

    Second, could someone please tell Mod5 that a moderator has to use discretion in locking old threads as "necros." For example, this thread should never have been closed. Otherwise, you could just have a script that locks threads after a certain number of days with no responses and save money.

  24. Hmmm . . . what do you attribute the drop in the total number of HOF arcs to? We had 10 -14 and now we only have 7.
