Here are what I expect the numbers to be:
Toggles: 18.5% base
Passives: 7.5%
ED capped value for M/R/A = 40.56% defense w/ SOs.
Add tough for more S/L dam-res to stack on to the passive scaling dam-res and weave for another 7.8% w/ SO defense and you're over the softcap. -

With Weave and Combat Jumping added, all defensive powers 6-slotted with Defense SOs and no additional buffs from other powers (such as Parry) or Elude, the maximum defense you can get on a Scrapper/Brute is 41.5% on all positions.
(Of course, 6-slotting all those powers that way is a bad idea for a lot of reasons. A traditional 3 Defense SOs in each power caps Scrappers and Brutes at 39.2% to all positions.)
3slotting each:
Toggles: 21.645
Passives: 8.775
Hover: 2.925
Combat Jumping: 2.925
Weave: 5.85
Manuevers: 3.549
Total Defense: 45.669
Softcapped without IOs.

Honestly... I'm with ya. I've wanted a dark/dark blaster for years. I'm surprised it's actually going to be added to the game.

Sorry, with all the Incarnate and level 50 content that's getting pumped out, I can't accept the "better below 50=balance" argument anymore.
I might even crank up a second tank with SR being added. Talk about a cakewalk for solo leveling... -
I'm betting a straight copy/paste from Brute SR. The ease of softcapping "should" be offset by the additional aggro tanks generate.

Dark/Dark for blasters? I was also told that wasn't ever likely. I'll be sure to make one.

I can't count the number of times that I was told that tanks would NEVER get super reflexes because it would be ridiculously overpowered and far too easy to softcap.
So I'll throw in a nice HAAAAha. -
Not going to happen. See cottage rule. Also, on #2, it's a solid mule power for the steadfast IOs.

Interestingly enough, I have found over the years that our heightened inability to shame those that deserve it into silence due to overzealous moderation has created a far more negative environment here than we had in the past.

EM's mitigation isn't great. SR has no HP buff. Energy Transfer eats up your own HP.
DM's tohit debuffs stack well on SR. Siphon Life closes up SR's lack of a self heal.
DM wins without even trying.
That said, I've got an EM/WP brute that I've been running quite a bit solo. I have no plans to team with him because I HATE firing off TF or ET only to have some team mate kill my target before the animations finish. -
Shockwave is awesome for exactly the reason you stated: Knock whole spawns on their butt and they can't attack you. Coupled with Focus, bosses can be taken out of play.
It's a solid combo. -

While on that topic, reopen the flight and teleport pools to kheldians. If some tool chooses flight pool: fly on a peacebringer that already has energy flight at level one, that's his problem. -
I find myself near speechless at the concept of pets having higher DPS than my main did before the incarnate powers.

For the rest, are you implying that the whole thing should just be ignored? That there's no point in trying to fix it now? -
And I've found I die less at +4/x8 w/bosses w/AVs now that I've got the incarnate slots loaded up. Imagine that. But I don't "need" to run at max diff either, right? Just like I don't "need" enhancements at all, right?

The soloist is doing basic PvE content. Yes! That content would be made even easier to the point of one wondering if they indeed had their difficulty up, if the soloist had the tier 4s.
Now, if they had incarnate content that could be soloed, I'd understand all this. But...they don't!
So untill that time, I don't see the slow progression as a problem at all.
Like the LRSF and STF. The LRSF has been soloed. Is it part of your basic PvE content?
I "need" the incarnate powers to solo the lambda. I'm looking forward to the attempt knowing that I'll probably never succeed. But there's your reason why soloists want and "need" the incarnate buffs.
