Glad you asked. Basically, Level advantage in PvE, Lts, Bosses, AV's, and Monsters had To Hit bonuses. This made Defense not scale properly. We changed them so that instead of To Hit bonuses, they have Accuracy bonuses. What that means is, Defense is applied before their bonus, rather than after. Since Accuracy is a multiplier, it is multiplying a small base value than before.
For instance, an AV had a base To Hit of 75%. If a player had 25% Defense, the AV would have had a 50% chance to hit. Under the new system, the AV's has a base 50% chance to hit. The Defense is applied, reducing his To Hit to 25%. The Accuracy is then applied, giving a final To Hit of 37.5% -- a 12.5% improvement over the old system.

I expect it'll require some adjustments to PVP overall to keep things balanced, but that's fine as long as I'm not arbitrarily losing toggles I have to do interpretive dance to flip on. -

I dont think this will affect pets. Dropping inspirations on Henchman seems like an MM only thing. However, I think DS should be slottable for damage with the beating he got in I5 and ED.

Blizzard apparently doesn't benefit from +dmg buffs applied to the user - so, Build Up, Aim, Fortitude, Fulcrum Shift, etc, don't do anything for it.

Thats exactly what it means. All "Summon" type skills that require a reticle can not be buffed from Self Buffs. Blizzard, Ice Storm, Trip Mine (I believe), Burn, etc. If it shows up in your Status Bar, then it wouldn't be affected by Build Up, I believe.
Fiery Embrace buffing Burn? Now you're talking.

All this really does is illustrate that you really don't understand the complaints.
I would say it's more due to people who play blasters getting frustrated with having their mission slots clogged up with AVs they can't get past, and the like. That is, this change is more for people who never could or would solo AVs than for people who did, and are annoyed that they can't anymore. -

SuperMartin put in some code, ages past, to allow the whole "hitting fleeing targets" thing to take place. That works great, but unfortunately somewhere around the implementation of bases (where I had to make a bunch of changes to targeting), the code to set up that process broke specifically for the primary target of AE attacks. Long story short, it thought the primary target had managed to get out of the effect area. We fixed it, but that fix broke some time later. It should be fixed for good, assuming we stop adding code...

Was this exactly the same problem that surfaced in issue 3, when tanker attacks were not hitting moving targets? Since all tanker attacks became very narrow cones/AoE attacks? -

Classically it's the D&D axiom of Armor Class and Hit Points. Your larger number of hit points as you go up in level does not reflect anctual increased health, but rather a numerical way to represent the fact that a cut by a sword at level 1 is deep (1-8 out of 10 HP for example) while that same 1-8 on someone level 10 (say 100 hp for arguement sake) is a nick. It simulated the fact that their skill has alowed them to avoid a mortal blow . . . you know the skilled swordsman fighting the other skilled swordsman slowly wearing thir foe down. It's not that the Bosses pistol does more actual damage (i.e. the bullet explodes vice simply penetrates skin) it's just that he is skilled enough with it to hit you center mass vice the bullet grazing you. Its the only way to keep level 1 minions from one shotting a level 50 on a pure luck shot because a bullet in the forehead will kill you no matter how strong you are.

Again, that's a dramatic contrivance so that people of heroic stature don't get wiped out by peons. It's not a realistic presentation of combat.
I mean, I really don't care how skilled you are, your .44 bullets are not going to hit 10x harder than someone else's .44 bullets.
