I think I did it that way (I'm pretty sure actually):
Reducing Data Drive size (using Vista's default tool), formatting it, installing Win 7 on C: (after formatting it) and then installing CoH on D:
So D: wasn't formated beetween Vista -> Win7, but it hadn't been used, and was empty the whole time. -

I don't know if it's important, but I formated the d: drive while I was running Vista, so before installing 7. I have one physical disk partitioned in 4 virtual drives: System (Win7), Data, linux+swap.
While I was on Vista, I just had System + Data, but since I formated all my disk, and needed Linux, I made a dual boot. I had to reduce the Data drive size, and I haven't formated it since that (but I did just before doing that, and I obviously installed CoH after the whole installation process was finished).
Since I don't want to format/re-install everything (especially with the linux dual boot behind), I'm gonna wait and see if other games are working. If they aren't... it then should be a problem with my installation or formatting. Else... the mystery will still be here (and I'll still want to find it out). -
Ok, so I tried moving my CoH folder from the d: drive to the c: drive (system), and... it worked. It's very strange, since everything else that is installed on my d: drive is working fine. I don't have other game installed yet, but I'm downloading some on Steam at the moment.
So for me it's more a temporary solution than "the" solution, since the bug is still here. Has anyone with Win7 been able to play CoH installed on a different drive than system? I'm still looking to find how to make it run on d: but I'm running out of idea at the moment... -

So, I already ask help on another topic, but thanks to Texas Justice, I now know that I should start a new post, so here I am.
Yesterday, I installed Windows 7 Pro (64-bits). Everything went perfectly fine, and everything's working as expected... except CoH. Let's start from the beginning:
Before that, I had Vista Home (32-bits). CoH was installed in a Data hard drive, everything was working fine. Since I wanted to install 7, I also decided to format this data hard drive. So I made a copy of my City of Heroes folder on my external hard drive. Then I formated c: then d: then installed 7 on c: and it was working.
I copied the City of Heroes folder from my external hard drive to the data hard drive, checking files... I launched it, since it was "newly" installed, I had the low resolution/graphics and sound set to maximum, default settings. I obviously decided to change all of it to more "custom" settings: 1680*1050, graphics at maximum, and sound at 5%. "You have to restart the game in order to...". By the way, it was kind of weird, by default the resolution is something around 640*480, and I have a widescreen, so it put to "black stripes" on the side of my screen. Pretty disturbing at first, but it's still better then any resize thing.
Ok, I restart the game.
Launch the updater... "I agree"... "Loading". And here comes the CoH loading screen. For at least 3 minutes, it was "Loading". Then login screen, no problem. Server selection, no problem. Character selection, little lag while loading it, but nothing worst than usual. "Enter Paragon City". At this point, I have the default loading screen, and after a few minutes (let's say 2), I come back to the login screen, without any message (nothing, just the login screen). If I log in, it says "This account is already connected"... So it means I was actually connected with something, even if it didn't load.
My graphics drivers are the last to date (from nVidia website, I re-installed an hour ago, and it's still the same). My internet connection is still the same as yesterday (when I was on Vista), and it's working as usual in any other thing than CoH. I tried launching CoH on "Compatibility mode" with Vista SP2, and Admin Mode. I also tried "Safemode" in CoH, but nothing.
I launched CoH Helper to gather some informations, but it didn't manage to find the game. Hijackthis isn't that good either with 7 ("Platform: Unknown Windows (WinNT 6.01.3504)"), so here are my list of running processes (I tried launching the game without most of them, but we never know...)

At this point I came up with two idea I want to check: try re-downloading the game, but since my internet connection sucks, I can't test it before... a few days. The other one is to copy CoH folder on my external drive, and re-copy it on my data drive. It work with default settings, so I may try to change settings one by one and see where it crashes...
Aaaaanyway, if anyone have any information, advice, solution, or anything that would help me, it would be great. If you want my complete Hijackthis, I can post it, but it's partially in french and it doesn't like 7 and 64-bits systems. -
Sorry for briging this up, but I have the same problem...
I just installed Windows 7 (Pro, 64-bits) today, then I installed CoH. First launch was ok, normal load time, log in... character selection screen... in game... Since it was the first launch, all option were set to default, so you know, very LOW resolution (something like 640*480...), with sound very HIGH and details very LOW. So I change setting to 1680*1050, 5% sound, and max details. I restart the game... And here comes the pain.
Looooooooooooooooooooong load times. It took me approximately 5 minutes to get to the log in screen, and I haven't been able to go in game (I d/c'd).
So I tried safe mode... It's small and ugly, but it's still very sloooooooooooow. I also tried to launch the game with the Compatibility Stuff set on Vista SP2, and it's the same.
Yesterday, the same computer had Vista (32-bit) and CoH was working perfectly, as it was the 2 and a half years before. -
Dans le BG du jeu les Ferailleurs Pretoriens sont justement les robots d'Antimatière (et ceux de Neurone). Pour avoir fait la story de Tina McIntyre juste hier, au début ils ne savent pas qui sont ces mobs, et ils pensent qu'ils sont affiliés avec les ferailleurs (d'où la mission ou il faut aller interoger les boss Ferailleurs qui font "Bzzt" pour savoir s'ils ont un lien avec les mobs d'Antimatière). C'est plus tard qu'on découvre qu'ils sont en fait Pretoriens, et ils gardent alors le nom de Ferailleurs Pretoriens.
Mais c'est vrai qu'ils perdent l'aspect vraiment "robotique" des mobs d'Antimatière, qui font vraiment robot. Comme tu le dis, on dirait plus un cyborg qu'un robot. -
Cet article a été réalisé avant la sortie d'Aion, et sans doute avant celle de CO puisqu'ils ne parlent absolument pas de l'I16, mais seulement de l'I15.
Sinon, un plantage des serveurs EU de 30min à 19h... Vous le faites exprès pour nous donner encore plus envie de partir? -

Maintenant, les maintenances EU auront lieux en même temps que les US. C'est clairement un gros désavantage porté aux serveurs EU, un de plus j'ai envie de dire... Vous aurez beau présenter ça sous tous les angles que vous voulez, au final, les joueurs voient ça comme une coupure de serveur dans l'après midi, alors que jusqu'a présent c'était le matin.
Deuxième info, dans le PC Gamer de ce mois ci (qui à l'instar de Gamespy est la référence en terme de magazine papier de JV) il y a un article sur CoH. Je l'ai pas lu, mes les US en parlent ici. Quelle est la conclusion de l'article? "Les serveurs sont vides". Et je doute que PCGamer soit allé faire sa review sur Vigilance... Donc si PC Gamer trouve que les serveurs US sont vide, je me demande ce qu'on devrait dire nous, joueurs de Vigilance... M'enfin, PCGamer hein... Ils n'empeche qu'ils ont dit "vide". -

Je veux dire, je prend un serveur Battlefield 2 au choix, y'a plus de monde que sur Vigi... et jusqu'à preuve du contraire, BF2 c'est pas "Massively"
En attendant qu'il se passe quelque chose, je vais voir pour MP un dev... mais lequel est le plus apte a écouter ce problème, c'est bien là la question.
Ah, au passage, petite anecdote sympa, j'ai presque le même ping sur Vigilance que sur n'importe quel serveur de la côte est des USA... ca m'a bien fait rire ça.
Edit: 118 personnes côté héros sur Freedom alors qu'il est entre 6 et 7h du matin chez eux... -

But as you said, that's not what we wanted to hear, because that's not what we're seeing. If I gather all my data, here's what I have:
10436 kills: 7727 minions, 2709 lieuts. It represent 27 runs of the mission Close Dimensionnal Ruptures from Unai Kemen (Council Empire). I tracked runs randomly, I had some decent ones, some are even over my expectations, but if you look at the data:
Expected recipes drop: 346,5
Effective recipes drop: 247 = 71.3% of expected
Again and again and again: 70%. ALWAYS 70%.
Can you call this a "perception issue"? Most of this tests were done on test server, when I16 was still in beta. I had no other interest than finding if they was, or not, a bug. As I said, this are random runs, but when it comes to 10 thousands + kills, I don't see how it could be a "perception issue".
We tried almost everything we could. We killed mobs, we saw a problem. Then we asked "Where could it come from?". Many great people came in here and said "It could be that... or that", and others made tests... and at the end, we have no theory of "Where could it come from?", but we sure know one thing at this point: there is a bug.
I can't imagine devs doing a "stealth nerf", when you "nerf" something, you always accept it. I also understand that you whole job can't be "finding the droprate bug that those people in this thread are talking about all day long", but please, you read the topic, you saw our data... I mean, we don't do those reports just for fun, if droprates were correct, we'd be happy farming and/or playing as usual, but we all saw one thing: droprates aren't correct.
So please, don't tell us that it's just a "perception issue". What do we have to do, now, to prove you that there's a bug? Find the pattern of the bug? We just spent weeks trying to do that, with nothing conlusive. I know that you don't have just that to do, but saying "I tried, I had good result, PM me if you find something more relevant than what you've already got" is kind of the easy way out. I'm sure you have plenty other thing on your desk that are waiting to be done, but... please, don't let us down now (well, if you're still reading what's going on around here). -
Ok, thanks guys, I understand that we can't be sure without official numbers. I'm going to try EarthWyrm theory (Purple = sub-"rare" category) and see what I can get from there with some tests. Thanks again!

First of all, I know, there are many threads about "Purples", I read some of them, but I didn't find what I'm looking for.
First of all, are purple recipes pool A recipes? We know that the ratio for common/uncommon/rare in pool A is 32:8:1, did devs change it for purples, or are purples in an other pool, like wings?
ParagonWiki says that the droprate is 1:5000. That means they're not pool A recipes (it would obviously change the 32:8:1 ratio), so, it means that if I kill a minion, or a boss, I have a 1:5000 chance of having a purple in both cases? Not considering enemy rank seems pretty strange...
So, anyone have more info on that? The first question is "Are purple recipes include in pool A?". So, if you ever dropped a purple recipe AND a pool A recipe on the same mob, it would immediatly answer that one, and be very helpful to me.

Comme info nous avons: une nouvelle zone d'initiation dans Praetoria, un "nouveau système qui fera que les personnages au lvl max pourront devenir encore plus puissant", et les descriptions des badges qui vont changer selon que vous soyez héros ou villain.
Plus j'en lis sur cet addon, plus j'ai l'impression qu'a part le changement de camp, y'aura rien...
En gros, la seule vraie info de l'interview c'est que Positron est guéri de sa grippe et qu'il peut de nouveau se donner à 100% sur CoH. -
So, today I killed 4010 (2525 minions / 1485 lieuts) enemies, and here are my results.
Expected recipes drop: 146.5
Effective recipes drop: 103 = 70.3% of expected
As always, 70%...
More details on this: enemies are Council Empire (Unai Kemen), mission is set on 0x8 (no bosses). I made 11 runs. Expected recipes/run is 13.32, and if you want the detail, here it is:
12 - 13 / 9 - 6 - 8 - 10 - 6 / 12 - 9 - 9 - 9
"/" means I made those runs at 3 different times in the day... I don't think it has anything to do with the bug, but I found it interesting that my second session is way under the others.
BTW, are Purple recipes include in Pool A? Because I think I dropped more purples than rare recipes... And seeing how purple prices are decreasing at the market, it seems that purples have no problems in dropping (whereas some uncommon are getting higher and higher...).
I didn't track salvages, but my expectation are 32.72/missions, and my inventory (70) was almost always full after 2 runs, so it's definitely ok.
Also, I didn't track my yesterday's sessions, but I had some pretty decent runs (with 14+ recipes, where I expect 13.3), that's why I decided to track them today to see if I wasn't hallucinating all this time.. but no, it's still here.
I think we're at a point where we know there's a bug, we have no idea where it comes from, and the only think we can do is hope that devs can find something out about this bug. If anyone knows how I can help more, I will try to do it, but as of now, I'll stop monitoring my runs until we have more information on this bug. -
Y'a pas de up graphique dans l'image, le costume était *partiellement* dispo dans la beta de l'I16. C'est juste des costumes plus détaillés, comme Cyborg ou le pack mystique par exemple. Puis concernant le visage... quand on regarde sur le grand screen, même les nouveaux visages de l'I15 sont mieux :x
