I dunno about Arena matches, but Siren's Call seems to have turned into a war-zone again on Defiant after the server transfers went live, and I've pulled quite a few all-nighters in there recently.

I have.

While fighting some Energy Melee Stalker in Recluse's Victory on my Claws/Super Reflexes Scrapper not too long ago, it didn't take that many hits for him to Stun me through stacked Practiced Brawler.

And quite recently, when attacking an Energy Melee Tanker in Recluse's Victory with my Plant/Thorn Dominator, I swear it only took him one goshdanged hit to Stun me through Domination.

There are more examples, but these are the two most recent ones.
