No, I'm not talking about a cartoon construction contractor turned demon-summoner.
I'm talking about a new tutorial-type contact, similar to the AE director and the university professor.
At L16 this contact would get auto-introduced to you. Why L16? Because the average character still has room in his power trays for a macro button or two, yet it would not bother trial account players with an advanced option.
Where Bob would be:
Bob would hang out in the Steel Canyon University. (His cousin, Binder Bill, would hang out in the University in Cap Au Diable.)
What Bob would teach:

Selecting "B" would start a tutorial about using the /macro command, including use of the custom_target_next command, putting multiple commands together in a single macro and editing existing macros.
Selecting "C" would open up a window, similar to a Enhancement store, where a few (couple dozen?) pre-made macros would be available for perusal and purchase for ultra cheap. Say, 5 $Inf each. (Of course, like any other macro button, they could be editted at will, but that would be up to the player.)
Selecting "D" would award an account-wide badge to the player, which would prevent the contact from popping up in the contact window of his alts. He would still be able to visit Bob whenever he likes, but it would be on a "Don't call me, I'll call you" basis. -
Being better than three dumb, poorly armed gang members (Hellions) isn't terribly uber, like being better than three psychotic, cybernetic anarchy-machines (Freakshow), or three twisted horrors of nature gone berserk (Dev.Earth).
But still you're starting out as better than the average joe. The hero of your own story. And that's a good thing. -

Rob from Peter to pay Paul - This new ability is not a "free lunch". Similar to powers like Repulsion field, when you lift (or weaponize) an object, you will sacrifice some damage to all your other powers. The amount of time your damage is reduced is based on your level (lower levels taking longer), while the amount of the reduction being based on the size of the object.

No one is left out - To give every AT the opportunity to use this new ability, there will be an upper limit to how much you can lift and throw. Since even support ATs have damage attacks of some form, each will be able to lift to this maximum at the higher levels, while sacrificing more of their damage dealing ability than that of the more attack-oriented ATs.
1) So every time I toss an object, I have a damage DeBuff, the size and duration depends upon the object thrown. I'm guessing that the recharge on the lift/throw power will be longer than the DeBuff. I get that.
2) Objects will be put into three wieght catagories. I get that.

3) Character lift/throw ability will be set at character creation. What tradeoff is there to just setting the lift/throw capacity to maximum at that point for every character?* Is there also a Debuff of some kind for that as well?
I think the answer is in that third paragraph, but I'm not quite seeing it in the wording.
Let's say two otherwise identical Fire/Dev Blasters take different throwing strengths, I'm assuming that the "Big Tosser" will do less damage with his Fire Blasts, both before and after using the throw? -

Let's see what I can come up with on short notice.
Personal Force Field: A Brute/Tank Defensive Powerset.
1) Deflection Shield. Toggle. Self+Def (Smash/Lethal/Melee). +Res(Toxic, Slows, Def DeBuff) Animation: Same as Defender version, but bubble is around you.
2) Insulation Shield. Toggle. Self +Def (Fire, Cold, Ranged) +Res (EndDrain, Sleep, DefDeBuff)
3) Force Pulse. Click. PBAoE KB. Minor Smashing damage, possible stun.
4) Dispersion Bubble. Toggle. PBAoE, Team +Def (All), +Res (Hold, Immob, Disorient, Knockback)
5) Protective Shield. Toggle. Self +Def (Energy, Negative, AoE), +Res(Teleport, DefDeBuff)
6) White noise generation. Toggle. PBAoE Taunt, -ToHit. By creating irregularities in your energy field, you make white noise.
7) Dampening Field. Auto. +Res (Smashing, Lethal)
8) Conserve Power. Click. (If a PPP/APP with Conserve Power is taken, this power cannot be taken twice. This just allows it to be taken earlier.)
9) Personal Force Field. Toggle. Self+Def(All), +Res(All)
I skipped putting in a self-heal, but so did /SR and it's a good set. You should be able to get off Aid Self or convert and pop green inspires. -

The one thing that I like in the OP's post is that there isn't a ranged attack where you thrown your shield.

I'm "Meh" on both of these items, personally. I hope that the rest of you like these things though.
1) Able to mail $Inf/items to yourself.
This has been occasionally requested by a few, vocal posters.
But:
A) You can already transfer a few different ways.
B) Every character in this game can easily be financially self-sufficient, unlike certain other games where this feature is more needed.
So I qualify this as a minor QoL. Will there be a 'postage fee' in return for the safety factor? Unknown, but I'm not concerned.
2) Don't have to log in/out to switch characters.
*shrug*
This be will convienient for me. Niether my wife nor kids would delete my characters while I'm AFK so I didn't need the security of the login screen anyway.
For those folks with roomates, siblings, etc., I don't know. Perhaps this will be an optional setting, in which case, cool.

The "pulls item from thin air" gag was extensive during the Warner Bros cartoons of the time, particularly when things got even more silly than usual. Transformers was nowhere near as silly as Foghorn Leghorn and pals, but the trailer from nowhere was kind of along the same lines.
But the toy being sold in the stores had the trailer, so it had to be in the show?
Anyway, this game is less silly than old WB cartoons, certain current animes or much of the Saturday Morning fare, so I was just kinda throwing it out there.

Would you be willing to settle for a scabbard on the back that was always full or always empty? I would. Sure, I'd have to pretend/imagine that the scabbard was full when my hands are empty and empty when my weapon is drawn, but I'm sure we can handle that.
Otherwise, you would be forced to do something like a forced costume change everytime you drew or put away your weapon. It would only be that one part of the costume that was changed, but I'm not sure how they would do that or how difficult that would be.
You could always PM Back Alley Brawler and ask him, I guess. -

They've been adding more "stuff" (powersets, zones, story arcs, events, etc.) faster than I can get bored with it, so it's hard for me to say that I'm Disappointed.
