I fully support this proposal and wish for it to be implemented. Currently, I have little to look forward to in my Fire/Devices Blaster as he reaches the upper thirties, and that's a shame. The top tier powers in a set should be worth looking forward to.

It sounds a lot like being able to roll an alt, but retain the current name, costume unlocks and badges. Since you specified that the new "build" would start at L1, that is.
I do have a L50 that has been retired for quite a long time that I would like to have made with a different Secondary. (Willpower would have been better, but it wasn't around at the time) The only thing keeping him from deletion is his badges, many of which you can't get anymore, like the 1st anniversary one. And a bit of sentimental value.
Unless you are talking about something completely different. Something like where instead of a Primary and a Secondary powerset, you would get a Primary and be able to grab powers willy-nilly from two different Secondary sets. That, I think, would be a bit crazy. And I would vote no. -

Yeah, I don't see Chaotic Evil for Arachnos. Arachnos is too organized, too structured.
Chaotic Evil is an alignment that doesn't really work well in large groups.
Arachnos is all about the strong ruling the weal, the survival of the fittest, etc. And Lord Recluse sees himself as the strongest and the fittest. I would classify him as more of the Lawful Evil type. This is where you get the majority of your brutal dictator types.
Chaotic Evil is more for the psychopaths who kill for pleasure. More like Mako.
Arachnos as a whole is all about Lord Recluse's vision for it, and thus it's going to have his alignment all over it.
But there's another element in there. There is a little bit of leeway for personal freedom, especially for the Destined One(s) who are strong enough to grab it.
Or for the cunning ones who can steal it. The inherent corruption in any system is what gives that little taint of Chaos. Despite the rigid structure and iron-clad discipline of the Arachnos troops, the Rogue Isles are still a place where any vice can be sated, for the right price. If you know where to look.
That's why I'd say:
Arachnos, Lord Recluse: Lawful Evil.
The Rogue Isles (with Arachnos' heavy hand upon them): Nuetral Evil. -

*PvP should be......<description>. Now define that description before you start and stick with it.
*Be willing to listen to your players. They have good ideas to improve the game they love and they are your customers. Conversely, know which of thier ideas are bad and will be detrimental in the long run.
*Keep communications open. Let the players know what is going on. -

The thing is, that when I see someone who has disabled Rep, and I want to give them a positive comment, I'm less inclined to bother. I mean, heck, they aren't going to read it anyway, so what's the point?
But then when someone has opted out and then proceeds to post spiteful, false or downright awful posts, I am not detered from giving them what I feel is an appropriate critique, such as "Please learn to accept helpful criticism like an adult and not throwing tantrums." with a -Rep comment. I get the impression that someone like that is just trying to be an <expletive> and not get the appropriate mark across thier digital forehead. -

If I chose to post vitriol and hate, wrapped in lies every time I posted, I would expect to see my rep plummet. And rightly so. But it would be highly inappropriate for the comments (from the neg-reppers) included to be as spiteful.
I choose to try to post politely, accurately and as well-written as my limited education permits. I always have.
If I choose to +Rep someone, I do so because I like what they have written and think that they have left a positive note here.
If I choose to -Rep someone, it will be because I feel that they have earned that instead. It will not be done on a whim, nor will it be done maliciously or with ugly, nasty comments.
Should everyone have positive rep?
I still like the idea that the rep comments could lose the anonymity behind them or a very obvious "report this comment" button. -

Not only that after a good hour into the contact you finally get to fight the AV but no, oh no, it doesn't count because for some stupid reason you dont actually 'defeat' him. Have to wait another billion hours to get another mission with him in it.
Damn.
And enjoy the wealth your L50's generate in drops with all those instanced maps.

I most of my time hidden from /search. Mostly in PvE, though.
When CoV was introduced, there was some forum-ranting about that Stalkers would use /hide to make people using /whoall think the zone was empty and get into a false sense of security. ASSASSIN STRIKE!!
As for the level of truth behind the rants? I dunno.

In CoH, why is it that every 'good' organization seems to work together? It's like the 'good guys' all seem to know that they're all th good guys and you can't do anything. Personally? I don't think someone who's working for Vanguard would too happy with Longbow in many cases, and vice versa.
If I had to do things myself, not every 'good' organization would be allied with each other. Some? Sure, but different people have different agendas. You would be able to build up your rapport with different agencies, and possibly turn old enemies into allies to help in a fight. It would be another centerpoint in the aspect of having an alignment, because sometimes I just look at faction wars and I think "Why would I want to stop The Family? I like them."
Trying to earn reputation with varius factions ingame.
Trying to keep a Hero/Villian meter as well as a meter for each of multiple organizations might prove difficult.
Sure, there's a number of hero factions you could do work for (PPD, Wyvernn, Longbow, Vanguard to name a few), but there's a boatload of villian factions you could do missions for (Arachnos, Freakshow, Hellions, Skulls, Trolls, Carnies, etc.).
Often, the villian contacts usually have you fighting other villians, (with the exception of the PPD in Mayhems, a stack of Longbow and a few Wyvernn) while this has an obvious effect on your reputation meter with each of the two factions, does it affect your Hero/Villian meter?
The hero contacts almost always have you fighting villians.
Just seems that it might prove difficult to achieve the faction-rep you want with existing red-side story arcs. Newspaper missions though, would be great for cherry-picking who you want to fear you. -

Alright. Sounds good to me.
Fred starts off as Villian for not having registered. Base -50 points. Spends career working for the greater good. Gets to the point cap (100? 200? Whatever) by L50.
Tom starts off as Hero. Base +50 points. Spends career working for the greater good. Hits the cap by L30.
Stabby McEvil starts off as a villian and kicks puppies every day. Hits the Negative Cap (-100, -200, whatever) by L30.
Works for me.

Have a /Zone_Pop command that does count people in the zone that are use /hide. "There are currently 8 player characters in this zone." And I wouldn't break it down by faction and certainly wouldn't break it down by AT or name.
I don't think that going into /hide should be used to benefit in PvP, nor do I think that there should be any easy way to defeat the purpose of hiding from /search in a PvE area either.
Edit: Nevermind. Just use TSZ's idea of "..and 5 that are hidden." -
I find the concept interesting.
But the first thing I would want to do is refuse to register with this organization, regardless of whether I plan to be a hero or villian, even the most patriotic ones. Haven't we seen a fair number of government agencies go too far (or go semi-rogue when a particularly bad person gets into the right position) in comic fiction?
And if it's a private organization performing the work as a contractor, double that. (I'm thinking Crey right there.)
The three (or more?) choices would be neccesary, of course, but there may be a bit of quibbling as to how you define right/wrong. Some folks would make a decision and disagree as to how many good/evil points it scored on the meter.
I'm trying to reword the acronym to make it spell S.P.A.N.D.E.X., but I got nothing so far. -
