I would see this as giving a benefit to having two character origins and NO benefit to taking only one.
Counter Proposal:
Allow "Dual Origin" characters to use 3-4 sets of DO's (depending on which origins they pick) and 2 sets of SOs.
Remove the damage bonus that certain origon characters get from picking certain Vet reward powers. (e.g. Magic, Mutant picking Blackwand, Tech, Science picking Nem.Staff, Natural picking either.)
Getting the option to pick more than one of the L1-5 origin contacts redside is almost nil in the way of benefit, since you will outlevel one while playing through the other, particularly if you fight anything on the way to the missions. Although I suppose being Science/Other and picking something other than having to fight Vahz might be good. -
How about rather than a request for Tier 10+ powers, we look at it as more filler powers in the Tier 3-7 ranges?

The enemies aren't *that* different, though.
Sure, there's Snakes for the first 5 levels if you choose Burke.
And Longbow throughout.
And briefly there's (avoidable) Scrapyarders, Luddites, Coralax.
But most of the foes are the same: Hellions, Skulls, Lost, Rikti, CoT, Arachnos, Crey, Family, Malta, KoA, Nemesis, Freakshow, Carnies etc.
Newspaper Missions aren't much different than Scanners. There's:
*X is calling you out, deal with him.
*Kidnap/Rescue Civilian from X enemy faction's clutches.
*Retrieve/Steal $Item stolen by $Faction.
But if the missions (and thier pesky habit of being all in the same zone) still bother you, you can also also just AE the Brute, using arcs tagged as Heroic content, then wait for GR.

Sure. If we are going to proliferate darn near everything else, then why not this too.
In the meantime, I assume that a War Mace Brute just doesn't appeal to you? -
Luckily, this sort of thing is rare redside. Not just for the lack of multiple zone of the same level, but because they learned what players like.
Players in this game stay not because time sinks keep the grind to the level cap long, but because they like the game.
I hope that they take the time to revamp the old content to streamline it and make it more fun. Sure, some story arcs have a darn good reason why you should traipse over to some other zone, but some do so for no good reason. It feels forced. -

Now, while doing (Mayhem) missions, I can definately see a villian being able to affect civilians with things like AoE KB.
I find it interesting that a hero can save a captive by tossing grenades (and other AoE damage) at him, defeating his captors, yet not harming the civilian. -

Why you can't kill civilians in the Rogue Isles: Recluse said so.
Why Recluse says so: 1) Because a civilian workforce is neccesary to keep his country running.
2) You don't want to kill any of the following civilians:
-An Arbiter's favorite cousin or brother-in-law.
-The Dry Cleaner who has Recluse's spare cape.
-The guys who keep the power station running.
-The guys who are manufacturing ammunition for Arachnos.
-That guy who owes the Arbiter money from last weeks poker game.
There are ways to reprogram arbiter drones to recognize you as "NO GO", rather than "GO" when you get near them. Behave yourself.
I doubt that Emporer Cole will be any more forgiving than Recluse when it comes to randomly slaying his populace, so don't hold out any hopes for GR to allow this. -
Sure, some one-off arc that has one of these factions become more powerful. Yet after you finish it, you knock them back down to thier previous, rightful place at the bottom of the food chain.

But in your initial post in this thread, you simply stated that L1-20 is 3 hours for you. While that may be true, it is under circumstances that are not those of the average player, and were not stated.
I'm sure that many folks don't know that you multi-box. Not that there is anything wrong with that...thanks for paying 30$+/month to fund the content that I will enjoy having paid only 15$/mo for.
It's just that the statement left out a bit of context.
Now, as to whether multi-boxing is truly solo? That's a matter of perspective. It has many of the characteristics of soloing: unity of thought, single focus and characteristics of teaming: multiple characters involved in combat, with the multiplicative effects created.
But a multiboxed character will level at a different rate than one that is 100% solo.
After this much time playing, I can understand if playing one character at a time was a little dull for some folks. -

Unlikely? Absolutely, but so is this concept of "Focused Team".
It boggles the mind, sir. After all, the word Teamwork is an anagram of "Me_At_Work", describing that I will be doing the work while others share the rewards. At least that's the impression I got in my brief stint in higher education, where it was fashionable to assign group projects to students so that most of them could sharpen thier leeching skills in preparation for the workplace.
(Okay, I'm partially joking about the above post.)

Chance Endurance enhancements from the current schedule they are on, and have all of them (TO/DO/SO) do the same that Endurance SOs do now? -
It's solo in that you don't have team-mates to yell at or wait for while they train, sell thier drops, buy new enhancements because thiers went red, run off to ICON to change the color of thier shoes to match thier mood or while they sit around spamming invites because 7 isn't a "full" team.
But there's always the Global channels for casual chit-chat. -
Sorry P_P, but if we are going to discuss and compare leveling speeds, dual-boxing and having L50's port the lowbies around is really going to skew the difference between us.
Also, Teaming vs. Solo, but I don't feel sorry for us soloists. We get to keep all our drops, rather than splitting it randomly. -

I see this as a one-handed version of Claws (fast, low damage) or Katana. I'm not sure that this carves out (no pun intended) a unique enough niche between these two weapon-using Lethal-Damage-Type sets.
What would the inherent side effect be? Some melee powersets have -Acc, KB, -Def, stuns, etc. What would this set have as it's trademark? -
Or, we could do like the low-level ToHit buff that scales down as you level.

I guess I just don't find lowbie endurance that big of a problem, now that we have better tools to deal with it than we used to. Combining Inspires to create what we want (Although lowbies have fewer storage capacity for holding them), removing the End cost of Brawl and the reduction (to 50%!) of the base recharge of Rest.
In the lower levels I find myself Resting to gain HP almost as often as for End.
We have to have Endurance be a somewhat limited commodity. If we always had Endurance, no matter what we did, what would be the point of having a blue bar? Being constantly out of End, however, makes for Un-Fun.
Well, whatever makes folks happy, though. -

Luckily, I only get 7 shifts every 14 day, but unfortunately, the family wants all my non-work time. Play is 0400-0500 on work days, 0400-0600 on non-work days. (Minus maintainence day)
Anyway,
L1-5 is extremely quick. I'll be able to do maybe one story arc in there unless I turn off XP. I street hunt on the way to and from missions, especially pre-travel.
L6-10 is pretty quick too, but I find myself going immediately to Radio/Newspaper for the temp-travel, then looking for a normal arc to run.
L10-20 is where is slows down a bit. I find myself running multiple story arcs in each tier.
Fitting pre-req powers into the build for later.
I find that the Vet Reward powers really help in the low levels just to have a couple more attacks to use. -
