As for Bards, aren't they just a kind of...charismatic, singing/buffing warrior or some such--a guy who sings and fights? Sounds like a lot of players I met on the drunk server...
But most of our Defenders are better than that. -
First we add Thieves, next it'll be Bards, Paladins and freakin' "Healers".

The only thing I see a Void Hunter VEAT being good for is slaughtering those high-level PPD in Mayhem missions.
What city in thier right mind allows the entire upper tier of thier police force to be taken over by mind-controlling, chest-bursting aliens?
Sure, they spout all this talk of a "wonderful and beautiful merge" and all, but all they do is sound like a cult.

Question: Other than the final broker/detective in Grandville/P.I., how often do you talk to each individual one?
I have a sneaking suspicion that they don't have things set up to allow two status bars on one contact, nor multiple tracking bars on a single badge (Example: "Destroy X Mailboxes + X Hydrants + etc." Mayhen Mission badge). -
A narrow-cone (like Headsplitter) heavy hitter is what I was thinking, but a wider cone would make sense too.
Random shots fired from a PBAoE spin is just too scattered and reckless for my liking. -

A good hero would have a plan for that contingency.
Is the AV redeemable? If not, how sure are you of that?
Is the AV capable of being contained/restrained until redeemed/reformed? If they only escape later to kill again, then you've allowed them to kill when you could have stopped him. -
I like it.
I would assume that if you were at the current limit for number of open missions that it would simply not drop for you, like if your salvage is full, for example.
And maybe it should be droppable seperate from the current one per three days, as there will be some folks who would want to opt out for whatever reason.
Really, it doesn't sound much different than the current Radio/Newspaper missions, and I don't see why they would have to be.
Out of curiousity, would you want to tie anything to having cleared out multiple hideouts? Would you want some to be "Defeat All", some "Defeat Boss and Guards", some "Rescue Victim", etc.? -

While there's more than one way to build the set, here's a couple of thoughts.
Energy damage, with a few attacks having a fire component and a -Def (A "Piercing Beam burning through it's foes.."
At least one attack with a three-tick energy DoT and a chance to Stun ("obligatory pew-pew-pew")
Maybe one cone attack based on a spray of multiple shots or a scything beam.
Standard Aim and Snipe. -
A recipe that if crafted granted the user an extra, empty enhancement slot?
I don't think it would happen, and here's why.
Recipes are either found by dumb luck by pounding through hordes of foes or they are purchased from someone else who did. I don't think that this is the way to go on this.
I'm expecting that earning an extra, blank enhancement slot would done by having the character run through a particular trial. Maybe a TF, a raid or just a story arc of difficult missions.
Now, the very very vague hints we've heard were of "global enhancement slots". That tells me nothing, but implies (to me, but your interpretation can differ) that you can earn a single slot, where the enhancement placed into it can have an effect over ALL your powers. Like a great big Set Bonus.
Your suggestion takes me more to a place where a single power can get 7 or more slots into it. Or at least, add more slots to powers when you've run out of slots at L50. I could get into that, I suppose.
Tell me about the slotting of this Dark/Dark of yours. Are you going with SOs, full complete sets of IOs to get the set bonuses or franken-slotting mixed sets within a power to get the most enhancement bonus instead?
((I'm sure that you are already aware of this, but you can get about 9 SO's worth of performance out of 6 L40+ IOs in a power))
Some powers in this game seem best suited not to throw a complete IO set in them, but to mix+match. (Follow Up is one, IMO.) -

What I've been considering for a while is a set that looks like a Blast set (Either an actual Blast set or a Control set where the effect comes streaming from the caster), but based on an item.
Have the emission point for all the powers be about a 12-18 inches above/forward of the caster's hand, and have the hand holding an item, (think ala Assault Rifle) with the item being a Wand.
Using Weapon Customization, have the item swappable between a wand, a staff held midway (allowing the extra length to be below the hand, rather than above) or a Sci-Fi Ray Gun to allow for the other origins to be more at ease. -

*Getting all of the redside-only (or more easily done redside) badges for my Brute before GR, while also farming for IOs to craft and drop into the VG bins.
*Leveling my BS/WP Scrapper to L50 so that if/when Anniversary Badges become account-wide I can delete his BS/Regen namesake and pretend the set never existed.
*Level and 'finish' other existing characters, notably a Widow(IO'ing 2 builds on the way), a Fire/Dev Robot, a Bots/FF and Fire Kinruptor who has hit the EB wall in the low 40's. -
