It could be triple the difficulty of Bloody Bay and there would be a few people that would prefer it to *gasp* a PvP zone. (Even if that zone is completely deserted most of the time, rendering the threat of other players almost nil.)
A little tweaking of Risk:Reward and it'll be feasible. -
After further thought on Offensive powers, what about this:
50% of the Damage type must be from your Primary/Secondary, the remainer can be any, but if it doesn't match, it might (or might not!) be reduced.
Fire/Dark character can have a power that does: 90 Fire, 45/45 Fire/Dark, 45/45 Fire/Lethal or 45/25 Dark/Tox. Calling the power a "Signature Power" is starting to tell me that it should be tied into your main powers somehow, just not 100% bound to them. -

I lived through the Fire/Ice plague of 2004. There were Fire/Ice Tanks as far as the eye could see. Well, that's an exaggeration. But you couldn't swing a dead catgirl in the Portal Corps parking lot without hitting one. Why? Because it was a FotM Farming build. Herd->Drop Ice Patch->Burn until dead.
I disliked the min/max that used what I saw as conflicting themes. But with imagination, any powersets and origin can match up. (Once there was a thread in Virtue where contestants challenged the OP to come up with a backstory to match any primary+Secondary+origin. He did, even if some were a bit..odd.)
So I can't sit here and say "NO, you CAN'T do that!" to someone's desire to want poisoned talons on one power for thier Claws Scrapper, just because it would be a desirable (rarely resisted) damage type.

But if for said Claws/SR Scrapper, my choices were an attack with 90 points of Lethal Damage or 50 points of Toxic? I'd have to decide whether Awesome Possum wanted Slashing Force (Lethal) or Dumpster Disease (Toxic) and it would seriuosly be a close tossup. Drop that 50 to 35 or even 20 and I'm gonna take Lethal almost every time.
So I'm still backing the "All damage types, but reduced if need be"
What about say, a Psi Blaster? If they fight a Psi-resistant foe, would it be a big deal if one power did Fire instead? I'm sure Simon the Psi-Man would love Pyrokinesis. Heck, with APPs in place already, there's some precedent for being able to go against your Primary+Secondary. -

Regarding SO's and Common IO's.
For attacks: In general (there are exceptions!): 1 ACC, 3 Damage (or whatever the power's main goal is. Could be "Hold" or "Immobilize") , 1 EnduranceReduction, 1 Recharge.
For Defensive Toggles: In general (There are exceptions!) 1 EndRed, 3 Defence (or Damage Resist)
Common IO's are like SOs at L25+, but never decay. SO's go bad when you out-level them. Example: A L40 character will recieve no benefit from a L35 SO, but can use any IO that is L43 or less.
Set IO's usually enhance multiple aspects of a power, but with a smaller number to each. Example: Instead of +32% to accuracy, a Set IO may be +22% to ACC and +22% to damage. Add those up and you can see why that is a good thing!
You recieve Diminishing Returns if you try to slot the equivalent of more than 3 SOs of the same type into a power. 3 Damage SO's may give 95%, but 4 will only give you, say....102%ish? In the Wiki, look for "Enhancement Diversification" or "Diminishing Returns". -

Infamy represents your character's ability to intimidate someone into giving you what you want. I.E.: "If I don't fix this guy's costume, he'll rip my shop out of the ground and toss it into a war wall..."
Information represents valuable pieces of knowledge your character can use to force negotiation in their favor. I.E.: "Serge, I happen to know where Crey's new shipment of unstable molecules is being kept. If you fix up this old costume, I can tell you where they are so one of your guys can "liberate" them for you."
Of the three, Information is the one it makes the most sense to trade. Influence you can trade by vouching for someone else, but running out of influence means you've either asked for too much stuff recently, or vouched for too many people.
Infamy you can trade by... um...
...I'll get back to that.
But information is something that could actually function as a psuedo currency, in theory.
Powerful Villain makes the statement "Anyone who messes with Two-Bit Goon#322 answers to ME!"
People are a little more hesitant to start trouble with the two-bit goon for now, since he apparently has powerful friends. But if Powerful Villain does this too often, people will think he's gone soft. P.V. is hanging out in the minor leagues just a little too much nowadays. Maybe he's losing his edge? -
I would definately have all damage types available. If we must, then we could reduce the damage for types that don't match the primary.
The last thing my claws, katana or broadsword Scrapper needs is more Lethal. It would certainly be nice, when dealing with Lethal-resistant foes to be able to bust out Energy or Cold or whatever I felt like picking when the Signature Power became available. -

Operative 33, (Crab Spider) is based heavily on Henchman 21. Hailing originally from a gang quite similar to the Gold Brickers, he brought a pair of Jet-Boots, a Tommy Gun (Dangit I want weapon customization for VEATS!!) and a "Henchin' ain't easy but it sure is fun!" attitude to Arachnos.
None of the rest of my characters have direct inspiration from other characters, that I can remember. -

Whenever I see someone at a trainer, hunched over with thier arms sticking out, I imagine them making "whirrrrrrrrr" noises. It's funnier that way. "Yay! I'm an airplane! *starts running and jumping* WHEEEEEEEEEEE!!" -

I suppose it would make things a little more consistant, fitting in with the existing "Con" system of the mobs themselves, and consistancy is a good thing, usually.
The only downside is that the neighborhoods would look more homogenous than they really are, but it's not like the Green/yellow/Red is incredibly informative either. -

But, critters within those areas can vary from each other, often in one spawn next to the other, so how would that work? -
