Yeah, most builds I've played have performed poorly against something.

I see. Thank you.
I was suspecting that someone was inventing things out of misunderstandings, assumptions or thin air. -

Towards the end of WW2, the US Navy had an experimental program similar to a police K-9 unit. Sailors would train alongside of Dolphins to train the dolphins to respond to human command and carry out complex tasks to sabotage enemy vessels. Not only did the sailors train all day with the dolphins, but while in training, they would bed down in tents by the dolphin's enclosures. They lived as close to the dolphins as possible to more firmly establish the handler/pet relationship.
Every morning, at First Call, the bugler would sound Reveille and yell out "First Call! First Call for all In Tents and Porpoises!" -
Let's say that a new set were implemented that had this instead of Aim.
For the sake of What-If, this set is mostly single-target, with a mixture of Lethal and Oh, I don't know....Energy damage. With the right damage numbers for the other attacks, would anyone miss Aim on this blast set? There are already attack sets that skip it. Dual Pistols comes to mind.
Claws has Follow-up instead of Build Up. -
So, I was looking at some of the Blast sets, and was wondering if this option would work for a new, yet-to-be-determined set.
{Tracking Dart: Foe -Def, -DamRes, -Stealth. Damage: minor. Single-target.}
Instead of Aim, which grants a +Acc/+Dam to the caster, weakening the target to grant the Blaster (Or Corruptor or Defender, etc.) more damage.
Tradeoffs:
Pros: Teammates would benefit from the DeBuff, allowing them to hit harder as well.
Cons: Being a Single-Target DeBuff, this doesn't help out your AoE powers that much.
Would this be a viable alternative to Aim in a Blast set? What kind of numbers should it have? -
Used to be Thor. In early grade school, I found a book about Norse mythology in the school library and it always stuck with me how much cooler a bunch of drunken, brawling vikings seemed than the drunken, debauched Greeks that we had to learn about in class.
So in middle school I bought all the Thor comics I could.
Villains, though? I liked the Wrecker. And a mention to Codpiece. -
Link to another thread that mentions a similar powerset.

The "One Random" button is good for lulz. "Random" is a good way of expressing the mix-match of wacky custom foes, random amount of literacy by the writer and flavor of the story that you will find. Maybe the next whack of the Random button will be a farm, or a "my toon is awesome" Extreme AV attempt to kill your character, or a story arc written in haiku about Synapse's escape from Crey.

Really?
I may not scour the Dev's Announcements, but I haven't heard that. I was under the impression that not that many characters use thier second build option and haven't seen ANY people clamoring for a third (yet). Link please? -
Quote:Luckily, thier Riot Shields keep people from seeing thier PSPs or Nintendo DSs. Then some hero runs by, squeezes thier crotch and runs into the hazard zone. Why can't they high-five or "thumbs-up" like normal folks?~ Hazard Zone Detainment and Security Force Specialist
Description: Officer will provide a constant presence and security at the entrances of various high-risk areas such as Boomtown, Crey's Folly or Dark Astoria. Officers shall prevent any hero or civillian of inappropriate security clearance from entering the assigned gate. This is an important task of high responsibility in keeping our citizens safe and healthy.
Translation: Basically... don't fall asleep on the job.. and considering how often heroes enter these hazard zones... this task is more difficult than it sounds.
((What? How do YOU click on them?))

Quote:Nobody really ever uses those? Sure, they're uncommon, but some folks do.If everyone should have a travel power, why make it use a skill slot?
Quite simply put, travel powers is something all toons should have. So it should be a free power. I suggest making a small arc like the cape and aura missions that unlock a free travel power of your choice. It can be any one of the 4. When respecing you can change your choice. Also to balance things out so that getting multiple travel power isn't as easy now, in the travel power pools the travel power should be shifted to the 4th (final) slot so that you need 3 points in it to get it. The 4th power should become the 3rd power. You might say "what about group teleport and fly it wouldn't make sense to get group fly before fly." Well nobody really ever uses those powers. In fact a lot of people get mad when you use them. Just replace them with a different power.
Just drop them and replace them? Sorry. "Cottage Rule".
Quote:Selling things should be easy
If I remember (been awhile since I played) when you put up an item you're charged 5% and when you sell it you're charged 5%. All the fee should come after you've sold the item. It should cost 0 money to put it up. Having an initial fee discourages players from taking down their item to put it back up at a lower price. Having the initial fee encourages a "let's wait a bit longer and see" approach. As said earlier.. selling things should be easy. -
Well, we already have Choking Cloud if you want to use that.

I'd have to leave in order to come back, and despite requests, I've never left.
I gotta say though, I love most of the changes that have been made. I colored my FF/Energy Defender's Blasts green to match Force Bolt. -
My Brute has never been a villain. Sure, he grew up in the Rogue Isles, but your (unwilling) choice of birthplace doesn't make you bad. In fact, he has never made any conciously evil decisions. He has the poor impulse control of a toddler, a lack of parenting and strength from unknown sources, likely Dyne residue from his negligent addict parents. Of course, he doesn't know his own backstory.
He is "Terrible Two", a superstrong toddler who punches mean guys and gets mad when they hurt him.
Signature Move: Spin around till dizzy (Whirlwind) and throw up (Bile Spray). -

Remove it's recharge?
Sure. Or at least cut it in half again.
Remember it's original recharge time? Yeah, all of my characters had a full set of binds on them by L20, as I had nothing to do after fights where I needed to Rest, but it wasn't recharged.
I'm almost hearing the snarky suggestion of "just combine inspires for a blue!", but in the levels where you actually USE Rest, your inspire tray isn't large enough to assume that the character has accumulated sufficient product to combine. -
Quote:This....
I don't even know what to say. If a country has laws so strict that required equipment cannot be used for an Olympic sport, that country should not qualify to host the Olympic games. Bad enough they had to neuter the fencing foils.
An no, lasers do not simulate a firearm. Response to recoil, taking gravity and wind into account, even the nature of the mechanical trigger and issues with proper maintenance and dealing with a misfire, are all important parts of the sport. Bicycles are dangerous too, maybe we should put them all on stationary bikes. That's a fair simulation, right?
Britain. Ugg.
I might be willing to *consider* this if the lasers in question are capable of creating smoking holes through thier targets. -

Ding!
The choice of powers would really determine my capability. I'd be either a Vigilante or a flat-out Villain.
Are we talking SS/Invuln/flight? Fire Blast?
Invisibility and nothing else?
Superspeed?
TP Foe with the ability to put people partially *through* objects?
