Higher-level foes shouldn't be defeated by the scenery. They should be a tougher fight. I just don't see one of the Joker's goons walking away from falling off of a building. I DO see Juggernaut climbing out of the hole he makes in the pavement and coming back to try again. -
Go for it. I've been getting better results with my Elec/Elec Brute than my Crab, but I honestly enjoy both.

What makes it mechanically different from the other sets, yet roughly the same power level? -

Every single power would essentially be a blast from the eyes.
Tier 1: A quick, low damage single beam.
Tier 2: A slightly higher damage dual beam.
Tier 3: A shorter-range higher damage heavy beam.
A cone.
A Multi-shot single-target attack. Animation: multiple beams from the eyes, one right after the other, while the character points his fingers like a pair of pretend six-shooters. (Oh yeah, we would have to have fingers instead of mittens first)
Throw in Aim and you still have only six powers. I don't see much AoE that would make any sense, or a tier 9 to cap it off without being any sillier than what I've already suggested. -

The doorknob needs a respec for it's "Doorknob" build, and one for it's "Door Handle" build. Won't anyone think of the poor doorknobs?

I could see it if you wanted to completely scrap a second build on a character (I did on a L50 Crab) or if you wanted to scrap a character and loot him first.
If it's vetspecs or freespecs, well, they're free, so why not?
If I was going to buy a Respecipe? I'd better be yanking out enhancements whose total is significantly more than what that Recipe cost on the Market. -
My assumption was: major changes to powersets usually equals a freespec. TWO freespecs per character though?
There was a poll-type thread earlier where we came to the conclusion that 6% or less of characters used thier second build. Use the search for poster Optical_Illusion and you'll see a respec-oriented thread or two. -
I don't have any characters at I-4 style builds, but I only have one character that might have burnt all of his vetspecs. And that's "might have". It was a L50 Crab (obviously not that old of a character) whom I wanted to pull all of the IO's out of his second build and wasn't going to buy respec Recipes, nor had he done the Respec TFs.

I think that's the point. I heard about the Fitness change before I heard about the "two freespecs" thing, so likely many others will be in my boat...except they will stock up on respec recipes. Which I won't.
Demand goes up....prices go....well, you know. -

Respecipes. They iz crazy and so are the people who are overly-desperate for them. I don't get it, but I'll gladly sell any overvalued Respec Recipes that drop for me. -

Like now I may have fly, fitness, fighting and leaping on a character. Would this allow me to have fly, fitness, fighting, leadership and fitness as an inherent?
People who didn't take the Fitness pool before (yes, there were some!) could take 4 non-fitness pools. Those people would get Fitness added onto thier character, while you would get your existing Fitness pool moved over to the Inherent column and have some empty power choices to fill. Wouldn't be fair for you to have three (give or take) powers less than them. -
I hope that you get your character back.
If I were one of the GMs, I'd certainly do it for you.
But the next time you stopped to talk to a contact, an NPC would walk by and say "Hey, it's <heroname>! Coulda swore he left town!"
Or "Next time, can I have ur stuf?"

Weapons usually get 6 slots
Defenses only get 2 Defense enhancements and a endurance reduction. You can add a 3rd DEF, but your defense will only up 1% or less
Adding any more than 2 recharge enhancement on a power is a waste unless it is Hasten or another very long timer.
Stam is two as well as the third is only a tiny improvement.
Then there are all those singles -- swift/hurdle, combat jumping, acrobatics, health and more.
I'd two-slot some of those passives.

Some players need all those slots because they use sets. But when I looked at that and things like reactive armor cost 30 million each, I forgot about that in a hurry.

They would be quite rare.
The Hollows were a big draw for them, as lowbies without travel powers would get missions on the far side of the map deep into purple-con territory, and if killed, would have to huff it back from the AP hospital. Between the Hollows revamp (field hospital and a reworking of the mission doors, IIRC), Safeguard Temp Travel Powers and SG Bases finally becoming functional, I think the time where they were needed is mostly passed.
I'll bet that some are still around as cherished L50's, probably offering Exploration Badge tours every now and then.
They were good folks, and I appreciate thier service.
