You shouldn't take Electric Armour for the +Recharge (because +20% is easily gotten with set bonuses as well) but for the set as a whole.

He's an Empath, why would he use that? I think Life Drain is just there for the IO set bonuses.

Nope, not Break Frees.

Those Tarantula Mistresses and Bane Spiders Scouts all use some form of -perception.

Scouts will Placate you, making them invisible for only you. And yeah, their stealth strikes hurt. I would try knocking them up/back/down, stunning, holding them or whatever, before they've used their Placate. I always use Total Focus on them first to stun them with my Energy Melee/Electric Armour Brute.

As for the Tarantula Mistresses, they use a power on you (I've forgotten the name) which also lowers your perception, hence making them all invisible. Counter to this is basically the same as for the Scouts.

Of course, you could also carry a lot of yellow inspirations
