Get the +def going. The +3% IO, Weave, CJ, and even Maneuvers. You won't have too many troubles running the toggles due to your endurance management.

Is CoF part of the equation?Yes, but what we're doing is soft capping ranged and AoE with pools and bonuses, and then relying on Parry or Divine Avalanche to soft cap Melee. We don't have an energy defense hole. We do have a non-positional psionic hole, but I can still beat Malaise just fine. Damage output is a compromise, but that seems to be a compromise with typed defense builds too, as I don't think you'd be able to get very much and ALSO have the recharge for the top DPS chain.
One of the reasons I don't like DA is that you often have to choose between offense and defense with your build. I like Elec Armor as you don't need to worry too much about endurance, recharge, and energy defense. -
I'm all for some EA buffing, but I don't think this is the way to go.
How about this:
Prismatic Aura
By purchasing this power, you will be granted the Emerald Shield, Ruby Shield, and Sapphire Shield toggles. Activating these toggles will grant you a resistance bonus to Smashing/Lethal(Emerald), Energy/Fire(Ruby), and Negative Energy/Cold/Psionic(Sapphire). These toggles are mutually exclusive and only one can be active at a time. -
If you really want survivability but not enough to go for Stone Armor, Invuln is the second toughest defensive powerset out there.
I personally like Elec Armor, due to its great resistances, sapper immunity, and Energize. If you get it to the S/L defense softcap not a lot of things can stop it. -
I think Mauk got it mostly right.
Sure, an SD at the softcap is pretty survivable, but a well built WP at the softcap is even moreso(and Inv is a step above).
I don't think Elec needs a buff. You can get its defenses really high through IO's without sacrificing much due to its endurance management, and you get some nice benefits in a great self heal, +recharge, and a damage aura. Really good armor set for high recharge builds, and more survivable than SD IMO.
I don't think Fire Armor needs a buff either. Sure it's the least survivable defensive set, but its offense is unmatched. -
The only place where you need it to survive is against the hydra heads on the Apex TF. But I would advise against tanking the hydra heads anyway, and instead focus on keeping the mobs off of your ranged attackers while they take out the pylons.

I'm a fan of Elec Melee on Stalkers.
To me Stalkers are all about burst damage over DPS, and it so happens Lightning Rod is also all about burst damage, but in the AoE department(It also doesn't break Hide). -
I'm keeping hope alive it's a troll, because it doesn't get any more AE baby than this.

S/L defense leaves you with a HUGE hole to Energy Damage, which Dark Armor barely resists. And there is a significant amount of pure energy damage in the game (especially if you find yourself fighting a lot of Arachnos)
For Sword/Dark, if you want softcapped defense that won't get you slaughtered by Mu and Freakshow, positional is the way to go.
If your primary is NOT one of the sword sets, typed will probably serve you better then.
I made a build that shows how to get energy defense on a BS/DA. Note it's not a build I would recommend as it is really, really gimped on the offensive end.

I highly doubt pvp was part of the equation(it rarely ever is). To me it always seemed more like a way to show others your level of investment in the character.

WP is more survivable in general. SD gives you more offense.

Impossible.
You cannot positionally softcap a Sword/Dark to all 3 positions without using Parry/DA. I've tried repeatedly, and the best build I could come up with STILL needed at least one application of Parry to softcap Melee.
Maybe someone else can figure it out (perhaps using the Very Rare Nerve Alpha?), but positional softcap on a Dark Armor without Parry is a challenge beyond my level of build wizardry (and my build wizardry is at least above average) -

But, if not using Parry/DA means you die more often, it makes more sense to use it and let your DPS suffer.
My BS/DA has enough DPS with a 2 Parry attack chain to solo an AV, and I haven't noticed any major decline in my normal mob killing speed by using it. Also, my build doesn't have much recharge, so if I tried to use just Hack, Disembowel, and Head Splitter in a single target chain, I would have huge gaps in my chain, which will hurt my DPS even more than putting Parry in there.
If your build lacks recharge to the point that you're waiting 2 seconds after your third attack to fire a 4th one, Parry will actually HELP your DPS. 90 damage from a power is better than 0 damage in a gap that the power would fill nicely.
However, the best possible performance will always be with a build that doesn't rely on Parry/DA for the softcap.
Of course this is really dependent on your goals for the scrapper. Best possible performance isn't really that important. -
Yes, but I'd rather be alive and dealing more damage. Using Parry/DA constantly isn't the only way to stay alive, you know.

Where is this specified? Most of the descriptions are about using different forms of energy to deflect attacks and not change their force and trajectory through kinetic manipulation.

Energy Aura doesn't resemble what I suggested one bit. It's a strictly typed defense set with a solid self heal and endurance management. Just having a power called Kinetic Shield doesn't make the entire powerset kinetic manipulation based. -

I would like to see Kinetic Armor.
Maybe give it some kind of toggle selection system which will change your density. Low density for positional defense with a movement/recharge bonus, high density for high resists and a movement/recharge debuff with a damage bonus, and extremely high density for a phase/hold power like Hibernate. -
Apparently dresses are really hard to pull off. I believe one of the reasons carnie illusionists have them is because they don't move their legs(perpetual hover).

When the IO system was introduced back in issue 9, the devs added a Set Bonus category which appears under the powers tab in the Character Info display. Over time this produced a long incomprehensible list of set bonuses which would usually be judged by its length rather than its content, unless rare bonuses were involved("Ultimate", LotG's).
1. Are you currently happy with the way it works?
2. Would you like it more if it displayed set totals as opposed to naming the set bonus with a nicer display, ala Mids? If not, do you have a better suggestion?
IMO, the long list is cumbersome and not easy on the eyes. If it was made to display total bonuses as opposed to bonus names, it has the potential to promote a new form of elitism, which is why I'm not sure of the best way to deal with the issue.
How about a set bonuses tab in the character info display, which would be set hidden to others by default(opposite of the Alignment tab), and would display your set totals in a neat and tidy fashion? -
What I get from that video is that you want to be constantly disappearing and reappearing from the shadows mid-fight, picking off foes one by one.
A good way to achieve this would be to change placate so it's more effective for dealing with large mobs. -
