That's just bad design, you should never surprise a player with bad AI after he spent a lot of time getting an item. The description says 5%, then it should provide 5%. Simple as that.

Dark Melee is pretty terrible for farming, by the way.

DM/SD is very popular and is regarded as one of the best scrapper combos out there.
The top scrapper times on the Rikti Pylon Challenge are mostly DM/SD. -
I gave it a big overhaul and it came out well, plus I think you can fit it in your budget.

While Elec Armor is nice, Fiery Aura does significantly more damage.

Spiritual is a good choice, IMO.
You get your best attacks up sooner(Lightning Rod, Shield Charge, Chain Induction), you get a bit more HP out of True Grit, and if you take Aid Self it becomes significantly more effective as well. -
What if a bunch of TP Foe users queued it on a target out of range, and someone used Team TP to get them all in range at the same time?

SS/FA Brutes got a relatively recent buff with the FA changes(consume, fiery embrace, burn). If SS was nerfed it would be beyond stupid. -
Well, my build has Conserve Power from Body Mastery instead of Power Sink. This gives more DPS as Energize and Power Sink don't need to be used as often in prolonged fights(but loses out on Power Sink's mitigation through drains).

TBH EXTREMELY annoyed when everyones answer to any non-positionally defense based build is to "cap s/l" its overdone.
FYI, when vengeance is on, everything is capped. On teams if i'm dying with help before any other squishy or even scrapper, something is seriously wrong. Vs. AVs with the elec/KM there should be at least 21%-28% -damage in the finalized build. That on top of elecs resists should be pretty noticeable.
No one here can tell you what to do. The best we can do is give constructive advice, but in the end it's your character and your playstyle. If your survivability is good enough for you, that's great, but please don't get extremely annoyed when someone took the time to help you out. -
Shadow Meld's lengthy activation time and relatively short duration makes it an "Alpha soak" power. As in, activate before you enter the fray. You can use it in the middle of combat, but only use it if you must as it will take a toll on your DPS.

Conceptually, you also might not have room for Aid Other/Self, especially if you like to fly. If you do like flying, and you still don't have Havoc Punch, consider taking Air Superiority rather than Hover. It has the exact same damage as Punch from SS, with the same recharge. Does slightly less damage than Havoc Punch from Elec. Melee, but recharges faster. Just some things to think about.
I aimed for the CB-JL-CB-CI attack chain.
Flying isn't that important either, considering the temp powers availability.

I personally went with Pyre until I got access to the PPP's. Fire Ball is a great attack, and while Fire Blast isn't as damaging as Mu Lightning and Gloom, it recharges faster(which is important for non-IO'd builds).

I have to say I'm very impressed with the SD build Iggy posted, kind of makes me wonder just how close Elec Armor and Shield Defense are both offensively and defensively.

Incidentally, psionic damage is a significant percentage of damage for not just Carnies, but also Rikti, Arachnos, Longbow, and Circle of Thorns, in terms of high level critters. You'll see significant psionic damage in the LGTF, STF, LRSF, and Barracuda.
Psionics especially are just as important if not moreso than energy in actual play because while energy is linked to endurance drain, psionics is linked to -recharge. If you lack genuine psionic defense or high positional defense, then not only will you eat a lot of psionic damage but any click heals you have will be greatly slowed.
Also, what makes you so certain that the average level 50 spends equal time fighting carnies and cimmies?
