That's how it works. You're given enough server slot tokens to cover your 12 per server base, then enough a) server slot tokens for already-allotted global slot tokens to be used on those specific servers beyond the 12 base, plus b) any global slot tokens that have not been used yet to allocate to any server of your choice.

It was supposedly fixed but I still can't access it in the costume creator even after logging in a character that has it on her person.

No, this is stupid and/or impatient people. This isn't waiting between gluts. I will regularly watch my bids and sales go one right after the other. Ten seconds apart, "You have bought Luck Charm!" (at 15k) followed by "You have sold Luck Charm!" (at 50k!)

You can do that with current costume slots and it doesn't require breaking an entire feature of the game to do so.

LOTG are level 25-50. They can be slotted by characters level 22+. As the character levels up, the SBE matches the character's level. If the character exemplars down within the set's range (minus three), they keep the set bonuses but the enhancement values suffer from the standard exemplar effect on enhancements. -

You can apply the VIP deal now and wait three months after their sub expires to apply the refer a friend deal, but you'll still be required to buy at least one month of game time at the time you do the Refer a Friend. -
...yeah, no, that's completely gutting a part of the game they spent a very long time in the making. I doubt that would ever fly. You can shift your alignment every couple days at best, sorry bud.

I have stacks and stacks of Luck Charm bids in at 15k a piece. They all eventually get filled.
I also have stacks and stacks of Luck Charm sales in at 50k a piece. They all eventually sell.
It's ridiculously easy to make money off stupid people. -

You must first create a freebie account. You can do this from the front page of http://www.cityofheroes.com - you can then link that account with your current master account during the creation process. When I was creating an account for my sister last week, I couldn't find a way to create a new account from within the master account page, though I will admit to being exceedingly frustrated at the time already so I might not have looked very hard

$15 does not include all applicable taxes in all states. Any player in a state that has an NCsoft presence is also charged local sales tax. I live in Seattle, Washington; Arenanet (NCsoft holding) is in the same building as my fiance's workplace. I pay 9.95% tax on top of my purchases because that's the local sales tax. So that $15 purchase would be about $16.50 or so for me.

If you have not paid for it, it will 99% likely be locked out when you drop VIP. Costume pieces won't cause your character to be locked, but the next time you visit a tailor you'll have to choose non-locked pieces where there are locked pieces.
There have been bugs here and there with people retaining access to things they hadn't purchased, but those are bugs, not the norm.
Nothing is deleted; that would be a terrible way to retain customers. -
No. You can't activate more than one power with macros at all, even though bindfile manipulation (macros don't recognize the + function to activate keypress/keyrelease commands) except toggleon commands by pressing the macro repeatedly.
You can do this with two button pushes.
/bind <key1> "+$$powexecname Power Build Up$$powexecname Farsight"
/bind <key2> "powexecname Chrono Shift"
The first will activate PBU on keypress and Farsight on keyrelease...press somewhat slowly so that the game doesn't simply overwrite PBU with Farsight! The second will simply activate Chrono Shift. -
It will say +# in place of its base level.
So if you boost a level 45 IO by one, it'll say 45+1.
Also, in the enhancement management screen, hovering over a power will tell you the total enhancement value in a power. The extra couple percent will show up there, but unless you know what the percentage you're supposed to be at non-boosted vs boosted is, it's hard to tell there. -

This was tested on beta, and unless they changed things between then and now, yes. I cannot 100% confirm that because I haven't bought any SBEs on the live server.

Keep in mind that all of the SBEs have a minimum level; however the set bonuses and global enhancements work throughout their whole level range (LOTG is level 30-50) and three below that.
