Check the detailed information of the enhancements. It will specify target or caster. If it says target, anyone can get the effect (e.g. Performance Shifter +End in Accelerated Metabolism); if it says caster, only you get it (e.g. LotG def/+rech in Maneuvres).

Yes. Any missions you had saved will be abandoned but you can pick them right back up again (so if you're saving an old farm map that's been changed since then, you'll lose the farm and then gain back the 'nerfed' map).

City of Data ( http://tomax.cohtitan.com/data/powers/ ) already contains this information, though it is currently obfuscated. The rewrite for the site hopefully will have easier access.

Your initial statement read like you were stating a game fact, when you were in fact stating a highly restricted opinion based on one archetype and what powersets you like.

Battle Axe and Broad Sword? "Wouldn't want to play with Shield Defense"? Really? Uhhhh, BA and BS are like half of the Shield Defense characters I see out there, LOL.

No, by and large City is too graphically intense for any netbook. Especially if, as in your OP, you don't want to be on absolute minimum.
You'll have to wait a few years for netbooks to blossom. -

If it takes endmod enhancements (or is a player-cast incarnate ability, e.g. judgment), alpha agility functions for it. If it does not take endmod enhancements (e.g. lore pets), it doesn't not.

I haven't bought anything from another game since Freedom launched, so I don't know if they now utilize that as well, but it did indeed show up with Freedom. I imagine Lineage II's F2P microtransactions show up there. -
If you're a few percent off of defense softcap, the guaranteed tohit debuff would be an interesting choice. Granted you wouldn't be softcapped to every critter, just those you hit with attacks, so you're not "truly softcapped"... but it'd be interesting. Outside of that, I don't see it being very helpful. Most powersets with a bunch of tohit debuffs can already floor a critter's tohit, and there are few powersets with "a bunch" of regeneration debuffs, and honestly that is resisted so much from the purple patch to be pretty useless except if you're fighting even level dudes.

Anything you purchase/unlock, via reward tokens, paragon points, or in-game actions, stays unlocked.
Anything that isn't a specific purchase/unlock you lose. Since you "purchase" the VIP costumes, you keep them even when you are not VIP.
This includes Incarnate-related emotes and costume pieces too; if you have the Incarnate auras or whatever, you can use them even if you drop to premium and can't use the Incarnate system. You can't buy more (can't interact with the vendors), but anything you've already purchased/unlocked continues to unlock, even for new characters.
