It doesn't work that way. Once you get access to a costume part, the technology doesn't exist to take it back. You can drop to Premium and still make new costumes using the Celestial Armor if you bought it while VIP.

It's also on the wiki. There's a big flag at the top of the page that unequivocably states "Requires a VIP subscription." Don't know what else that could mean!
I did clarify the overview to more explicitly talk about the facts while switching between VIP/Premium. -

The most common problem with that is low RAM. Faster hard drives help, but not as much as more RAM.

Basically the announcement happens 2 weeks before the end and billing starts from the last time you paid. If you keep paying it every 2 weeks you're grossly overpaying.
Basic wisdom is to pay every 6 weeks, right after the power is shut off.
Rent is stupid cheap but over time it saves a lot of prestige. -

Your purchases aren't listed anywhere. You can use this guide to get a crappy list of what your account has unlocked, but it is a messy experience at best. Probably better to just wait for support.
