The rez portion of Soul Transfer matches the rez portion of Rise of the Phoenix exactly in all the data points, including the rez happening with no delay whatsoever.
The difference is that Soul Transfer is an attack (entities affected: foe) that also grants you HP and end; whereas RotP is a self-buff (entities affected: caster) that summons a pet that attacks.
The game doesn't care whether you are defeated or not, if they wanted to they could make powers that you could attack with while dead. All defeated means to the game is that you're just placed in a "defeated" mode or something similar which revokes all access to all non-self-rez powers. -

Why Eclipse yes vs Light Form no:
Eclipse is just a click buff; click buffs carry over to forms.
Light Form is technically a form change in itself (although it can be set to wispy aura FX on the body), and thus is not compatible with Dwarf Form. -
I didn't have a Shivan EB in my mission. o.o The wiki doesn't note a Shivan EB either.

So Mender Silos's part in the Ouro intro arc requires you to rescue Mender Lazarus from Shivans and defeat a meteor. That's all well and good, but your character is exemped to level 15, the meteor has like eight zillion HP, and Laz doesn't seem to want to do anything but stand around and occasionally look shiny by clicking Invincibility.
So please, pick one of the following:
1) Fix Laz so that he'll help. He has semi-decent DPS and so it'd halve the time it'd take to defeat the meteor.
2) Reduce the meteor's HP so I don't put my highest DPS attack on auto and walk away from the computer for a few minutes. (You want me playing your game, don't you? You don't want me to be bored with your game, do you?)
3) Both of the above.
...why yes, yes I did just complete this stupid mission for the eight zillionth time just now.

In related news, with Ouro's level reduction, is the intro arc still restricted to 25+? If so, you should fix that, too. -
1. As long as you have actively purchased, or actively claimed, a reward, you will keep it. Things that are "free to VIP" will be lost unless you purchase them.
2. If you were given character slots, e.g. vet rewards/I12, you will keep those. However, if they're already assigned to a server, you cannot move them. -
I chose Penny on Magnificent, because I wanted to watch her attack set. Looks pretty cool.

In the second post, I said an artist makes art assets, and coders put them into the game, and maybe you need to learn about what constitutes coding.

The person who would build the statue (an art asset) would not be capable of fixing Masterminds (a coding issue).

Nope, not really. I rarely get to play (a few hours a week), and most of my play time is spent soloing story arcs, same as it has been since I6.

Out of curiosity, how the heck can your bots MM be using the pistols? They use pulse rifles, Mael's pistols aren't available as a pulse rifle.
Did you misspeak and actually mean thugs? -
Only two advertisers signed onto it, they both lasted a week or two, and then nothing else happened. They're now using the billboards for the player-created billboards from the contest (last year? the year before?)

Also, apparently the space didn't sell to advertisers very well (I think Converse put up a few), so it was kind of a failure on both ends. One of those ideas that looks good on paper....
The problem was only 1 or 2 advertisers ever did it. So *every single* billboard was the same for a week or two. (Some shoes. I forget the other one.)
