    Nova currently has a 12.5% chance of dealing scale 3.0, 50% chance of dealing scale 4.5, and 37.5% chance of dealing scale 6.0. Its average damage is scale 4.875. Half of the time it will be dealing 11.1% less. On average it will be dealing 17.9% less damage.

    1. There seems to be no logic to Praetorian Earth and Primal Earth sharing the same Well, when its stated that other Wells exist for other beings.     2. Prometheus says that Cole is taking power he receives from the Well and using it to empower his Praetorian lieutenants.     4. According to the game lore, Mender Silos believed the Well of the Furies was a myth until confirmed by Mender Ramiel. Ramiel implies that our timeline is not the original one Silos is from, which implies that there exists an original alternate timeline in which incarnate power and the well were not generally revealed to Primal Earth. But the confrontation with Praetorian Earth was set in motion by events having nothing to do with Silos, and Prometheus' involvement is contingent on the rise of Cole on Praetorian Earth, his awareness of Primal Earth, and the Coming Storm. We know Silos didn't cause the Coming Storm, or at least it was a certainty before his other time traveling activities because the other Menders are aware of it. Cole's rise as an Incarnate starts decades before the modern intervention of Nemesis and Silos. Interdimensional travel via Portal Corp does not seem to be tied to anachronistic tampering. Furthermore, Mender Ramiel later tells Silos in-game that he (Silos) has only experienced a limited subset of incarnate power, demonstrating that Silos is aware of incarnates in general. So why Silos is unaware of the Well of the Furies before Ramiel comes back to our time is an unexplained inconsistency.

    I almost made a huge brain fart on that build. In constructing a perma BU-Aim cycle, I almost forgot to add the actual snipe to the build. Now that would have been hilarious.

    In my opinion Staff/SR is a great exemplar combo because it matures quickly and in actual play its efficient with inspirations. I love how my Staff/SR is handing blues to team mates in summer events while she just keeps going nonstop. Its pretty sturdy all on its own and one luck makes her mostly indestructible.

    My next tanker is likely to be Bio/Staff as soon as Bio goes live. I think that combo will be strong from the start and will keep getting better. It won't be as strong against debuffs as SR or Energy, but it will probably excel in all the places Willpower excels while scaling better with recharge buffs.

    You're right. Short Circuit still has utility for Defenders. I overlooked that. This is a Blaster forum. Look at it as a Blaster set. What would you suggest to fix its shortcomings?
    Short Circuit? 1.97 cast time and -50% maxend debuff for 10 seconds.

    EDIT: Assuming your not trying to emulate what the OP posted as perma. As much as it could be theoretically perma there still is a good chance for human error. Thus defeating the whole Perma.

    When I read perma I think along the lines of Device Perma. The only thing stopping me is the recharge of Snipe and nothing else.
    I'm not sure what you mean by human error, but its theoretically possible to perma fast snipe with Fire/Fire. At level 50 anyway, and with a level of effort some might consider a bit overboard:

    The compromise for authenticators is to use smartphone authenticator apps. They are automatically clock synchronized by virtue of being on the phone and so cannot really get out of sync, and there's no extra physical fob to carry around. I used on with SWTOR. For something like a game, it seems to me to be a reasonable compromise between enhanced security and increased hassle.

    Google uses a similar approach to its two-factor authenticator, but its app is a challenge response system, not a token synchronized system (you're given a code by system you're trying to log into, and you enter that code into the app, and the app provides a reply number you use to log in: challenge and response).

    How do we make lore matter more? Set wires up in the devs chairs. Every time they start with the "We don't care bout old, just new new new!" or some ... *item* like the way the Well is presented now, or just get inconsistent, they get shocked until they stop.
    There's a lot of truth in this. I don't know why this is such a difficult concept to accept, but the people who don't care about the lore will not care about the lore no matter what you do to the lore. The people who do care about the lore will only care about the lore to the extent that they can explore it in a consistent manner. There is no such thing as "good enough consistency" for lore. Targeting lore at the people who don't care about the lore is, well, honestly dumb. That's like targeting your background music at the deaf.

    Honestly, the only way I have to resolve the issues with the Origins of Power storyline and its implied continuation in the Well of Furies is to simply assume everyone I talk to in the game about either one are unreliable narrators. Which is not hard: most people mess them up, the paragon writers messed them up, so why wouldn't those people also mess up a lot of this information. And I have no reason to believe Prometheus is telling me anything but what he needs me to know whether its the truth or otherwise. I keep hoping one day Paragon will have a "untangle the origin of powers" contest so I can submit my entry and be done with it.

    As a VIP subscriber I'm getting more content per month than I was getting before Freedom, without paying anything extra.

    I *also* get *even more* options on top of that, that I can optionally buy or not buy, and the game hands me a bunch of points a month to offset much of those point costs.

    So: more for my money than before, more options to spend money on than before. That's not being screwed: that's making sweet, sweet love while surrounded by Barry White's voice.
  19. I like the idea of Staff/Bio as a tanker. Nine mode combinations to choose from, and I think Soul/Defense is going to be a great marathon tanking build. And not only does Staff have the ability to stream AoE right from the start, the extra reach of Staff's attacks will also be useful for gaining aggro in a crowd.

    And then when you're solo and tanking for no one, you switch to offensive or efficient mode. Soul/Efficient should never need to stop for anything.

Add in that is has a short recharge encouraging people to use it a lot more and you have a power that is perceived as having an unreasonable endurance cost.
    In my experience its really big problem is that the normal way players fight is to start at full health, fight until they get to low health, use their heals, and then finish the fight. Works great for Regen. Doesn't work for Dark Armor. With Dark Armor you start at full health, whittle down the spawn and kill all the minions, use your mega expensive heal when there's only a few targets left, possibly one, have to use the heal again to get to full health, end the fight. Its very inefficient.

    The more efficient way to use dark regen is to use it at the *start* of the fight or near the start, when it hits the maximum number of targets and can heal to full. You fight until you get to low health, but you don't use it if you don't have to. You run into the next spawn and fire Dark Regen, bringing you to full guaranteed because it once again has lots of targets to hit.

    Because you're always using it in high target count environments, you don't need to slot heal to get a heal to full almost all the time. You're using it efficiently, so you don't need to use it often. So you slot it one acc, three end, two recharge, and that's all you need. You don't need more acc, because you only need to hit 3 or 4 targets to heal to full and you'll hit more than that even if a few miss. You don't need it to recharge fast, so 18 seconds is more than enough. 3 end reduce takes the power down to a manageable 17.3 end per use. And in fact using it every 18 seconds is already a lot: you would normally be using it a lot less.

    That takes some getting used to, but usage and slotting have to go hand in hand. Slot it like a regular heal and then use it like a regular heal and it will be functioning highly inefficiently and blow all your endurance away. But that's not the power's fault.

    And that concept makes little sense here when the ratings refer more to our own personal ability than gear (how do you outlevel your own abilities?). In fact I believe the days of expiring enhancements is numbered (that's my feeling: I know of no such plan by the devs at the moment). I think part of the motivation the devs have for selling attuned enhancements is that they are realizing or have realized that enhancements shouldn't expire, and this is a small step in the direction of eliminating that behavior.
