Just eyeballing it here, but I have to say that it looks like a bit of a mess. You've got a number of key powers under-slotted and judging by the list of set bonuses you aren't really going after the useful ones. you've got a decent amount of recharge which is good but the rest are either to low to make much difference (damage and defense) or not particularly useful.
Some general thoughts/comments:
1. When slotting Positron's Blast I rarely find it worth going for six slots. The last bonus (Toxic Resistnace) is of limited usefulness and the set as a whole is heavily over-slotted for damage. Consequently I tend to leave out the Damage/Range enhancement and save a slot (for cone powers you might prefer to drop the Damage/Recharge depending on your build).
2. Distortion Field could really use some love. It provides a surprising amount of survivability from it's recharge debuffs. At the very least I'd recommend putting a Lockdown chance to hold proc in it. I'd also look at a little bit more recharge and hold duration. Slow enhancement is not critical in it, especially if you stack it with Time's Juncture.
3. For Tough if you only have one slot, stick in a Steadfast Protection +3% Defense IO. It'll be a lot more useful than the Aegis special.
4. I'd move the Numina and Miracle specials to Heath so they are always on instead of in your heals (exception would be if you wanted to 6-slot Numina somewhere). Conversely slotting Health for regular healing enhancements isn't that useful. In terms of regeneration per slot you get more benefit form the Regenerative Tissue unique than you do from a level 50 Healing enhancement.
5. The Performance Shifter proc in Chrono Shift is pretty much wasting a slot, you don't use Chrono Shift enough to really benefit.
6. For Blaze and Blazing Bolt if I could only slot one of them it would not be Blazing Bolt (well, I actually wouldn't take a snipe on a Time character but that's a personal preference). You're going to use Blaze a lot more than Blazing Bolt so it needs the slots more.
7. You REALLY want some accuracy in Slowed Response. It does you absolutely nothing if it misses. -
That was sort-of what was done during the GR Beta. It was changed due to the fact that it was annoying to have to switch sides for a respec just to keep the Epic pool you wanted (and this applied both to Villains who wanted an APP and Heroes who wanted a PPP). In the end they changed it to the more rational "use any pool you have unlocked regardless of current alignment" system that we have now.

No, the endurance drain in Heat Exhaustion is not enhanceable so it will not be increased by either the Agility or Musculature Alphas.

EDIT: Ok, I played around with slotting a bit. If I put a Multi-Strike in Thunderstrike this deals with the end issues in Thunderstrike and means I'm softcapped to Ranged and AoE. My Melee defense is only 37% (with Agility) but Time's Juncture should cover that against most enemies. If I take Clarion Radial I can use it with Farsight to add about 10% defense to all which should help a lot in Incarnate content (both for me and my team).
Honestly between my defense and Time's Juncture I've probably got more defense/to hit debuff than I need for most content but it gives some protection against cascading defense failure which is nice and in most of the cases I don't ahve an easy way to trade defense for recharge anyway. -

If the devs would have put a chaining power in Mu, instead of conserve power, that would have persuaded me even more

Currently I'm thinking something like this (no enhancements, I'm eyeballing the slot counts based on what sets I plan to use). I'm not happy about the number of slots in Thunderous Blast though so I'm considering whether to drop it or try to steal slots from somewhere else. I may end up shifting slots from Thunderstrike since I mostly have them for the Obliteration set bonuses but they may be more useful in Thunderous Blast (Thunderstrike can manage with three or four more easily than Thunderous Blast). Or I could drop it entirely and shift the slots it does have elsewhere *arggghhhh indecision*.

Hmmmm.... now that I think about it Opressive Gloom could also be an interesting power to add. I wonder if I can think of a concept reason for my character to have Dark powers...
*sigh* If only we had epic pool customization I could color them a light grey and claim they were just more Time powers. Still... this bears thinking on. -
I do roughly the same except I'm to lazy to use Set IOs. Instead I make the common IOs needed for Field Crafter use what I need as I level up and sell most of the rest. I don't overwrite and IO over level 25 so my character ends up with a wide level range based on when a particular slot was added to his build.

- The issue which was causing VG Bases to attack players has spread via the Paragon City internet to SG bases, causing Hero side bases with defensive objects to be...defensive...against Heros. Note, this isn't live yet, however it will start happening after tomorrow's publish. So please, if you don't want your base attacking you, remove these defensive objects from your base. While I know that some of you will enjoy this bug, there will be some who do not appreciate the sudden base related aggression. To those who may be upset by this development, we sincerely apologize.

Those are normally pretty good for doing TFs including TF Commander, the WST and ITFs although for the less popular ones you'll probably have to start it yourself.
Non-Speed trials are a little trickier, most of the Virtue raiders have done BAF/Lambda so much that we have gotten into a simple system that works and getting people to vary from it is tricky (in my experience half the league follows the leader and the other half just goes ahead and does the standard strategy anyway causing mass confusion). While this is nice for established people I can see that it might be intimidating for newbies. Unfortunately there aren't a whole lot of options here, you could try leading trials yourself and specify non-speed during recruiting but you might find it slow going just because a lot of people don't want to bother non-speed (still I'd encourage it if only because more trial leaders is a good thing). -

Preemptive could be better, as the -end seems affected by enemy level, but both the -end and energy damage occur often with voltaic making it serviceable. I also went ionic radial for more zapping. Its a pretty cheap build, but has perma hasten, and close, if not perma, chronoshift. No problems with anything. Solos the boss spawns on Keyes terminals farely easily. I didn't die any of the last few times I was on Keyes (got rares) and only died on the last underground I was on when I got to the Avatar (whom my graphics card wouldn't let me see - must have been ugly).

Yeah, but that has never worked and neither has the "Most Recent" tab. I wouldn't mind seeing it added but it's lower on my list of desires than seeing the other badges returned.

I wouldn't burn threads to craft a tier 1 alpha when 12 shards would do it from scratch (and you get one for completing Mender Ramiel right off the bat) and even tier 3 (for the Alpha level shift) isn't hard to get with shards.

So my Time/Electrical Defender is rapidly approaching level 38 and I have a problem... I don't know what powers I want to take for those last five slots. Well that isn't entirely true, I know three of the powers I want I'm just not sure the best way to do it. I know that I want Power Sink, Charged Armor and a single target hold but this is where the trouble comes in. Do I take Mu Mastery or Electrical Mastery?
If I take Electrical Mastery then I have to spend a power choice on either Thunder Strike or Electric Fence (neither of which I feel a huge need for) but as a bonus the Charged Armor will be prettier and I can take Shocking Bolt which, at least on paper, is quite a bit better than Tesla Cage (the Mu Mastery power hold is not even worth considering). The other downside is that I'll probably have to push Charged Armor or Power Sink off to level 49 in order to avoid slotting problems. I could potentially take Thunder Strike and slot it up since a powerful single target attack and AoE knockback does have some appeal while solo but the animation time is a killer and it doesn't seem that useful on a team.
If I take Mu Mastery then I don't need to waste a power choice on an intro power (which means I can pickup Aim and/or Recall Friend) and Charged Armor will provide more energy resistance. The downside is the power appearance won't match my secondary powers (plus the blue electricity is prettier) and power sink isn't as good (it has less endurance drain and a smaller radius).
The other question is Thunderous Blast. I think I can take it and slot it but I'm not sure if it's worth doing so. It's not a full crash and in theory Power Sink should see me through the limited crash I'm just not sure if it's worth it.
So I ask the denizens of the Defender forum what do you think i should do?

for a while, I'd stop paying. Then, when the itch returns, I log in and play a bit, and if it's truly what I'm interested in, I'd re-subscribe, and if it really wasn't quite time, I'd wait a bit longer with no impact to my wallet. Is this a workable plan?
The only thing I might suggest for someone who is switching between VIP and Premium is that unless you are Tier 8 you only get Inventions while a VIP player so you might want to make an SO-only build on some characters for use while Premium. -

All the emblems in the game currently are fixed in form. In order to follow the movement of your cape, the emblem would have to bend and wave along with it. This is certainly possible, of course, but it will probably require some effort. -
Honestly I would say that Keyes can be reasonably run without any level shifts (I did so when it was new and didn't have any problems). UG I'd recommend at least 1 level shift for the boss and personally would prefer to have at least +2 and my Destiny ability.

Generally doing a WST plus three trials is sufficient and that way I've stockpiled a few Emp merits for future usage (I can do it in WST + two trials if the character has Flames of Prometheus or I burn a few astrals on other characters for the shards). -

In regards to your actual question, I would say it's a solid enough pairing but it's also going to be a late developing pairing. Electrical Control isn't really worse than the other sets, at the very least I'd put it on a par with Ice and Earth. The place where you are probably noticing the lack of damage more is int he lack of -resistance powers which, unfortunately, you won't get until level 35 (ouch).
As for sapping on teams, it does work as a very effective form of damage mitigation but I'm not sure what to advise with Electrical Control. On my Defender I can do it reasonably quickly but I'm using Ball Lightning and Short Circuit to drain a large chunk right at the outset rather than having to rely on the AoE drain pulses available to you. You might try taking Mu Mastery and getting Power Sink but I don't know how much that will help. -

Yes they can. I strongly recommend setting up some binds for at least basic commands (attack my target and follow me being the two big ones).

Astral merits are a different situation. there are a nice selection of costume parts and auras that you can buy with them but if you already have those (or don't want them) then it can be worth converting Astrals to either threads or shards. the Astral to shard conversion is easily overlooked but can actually be quite useful for working on Alpha slot abilities since it can be used to give shards to any character. The 1:1 ratio sounds bad but consider that oen shard is worth about 5 threads in terms of Alpha slot progression and it's actually quite useful. On several of my characters I've done the Astral merit to shard to get the 40+ shards needed for their T4 Alpha ability since I can get them while doing the Incarnate Trials and working on other slots.
