  1. For the same reason that Blasters don't have a Dark APP, and Controller, Scrappers and Tankers don't have an Electrical APP. Expanding the number of Epic pools available has always been pretty low on the devs list. Scrappers get Blaze Mastery in I16 (to finally give them parity with other ATs) and Blasters got Electrical Mastery in I5 but I think that's it (I'm not counting the I18 proliferation since that was just swapping existing sets rather than new sets and I have some... disagreements... with how it was done).

    Blaster help?

I'll admit I haven't done the math but for AVs I think Beam Rifle is one of the better options for two reasons. Disintegrate give you an extra attack along with higher damage on two of your other single target attacks. Additionally using Disintegrate + Single Shot gives a 225% regen debuff. This isn't enough to stop an AVs regen on it's own but it's still quite a bit, especially for a Blaster (for comparison most of the good regen debuffs from Defenders and such do -500% with a few doing -1000%).

I never said it did. At the very least it'll take them a few years to finish up the Incarnate system and realistically I wouldn't expect them to start winding down CoH until after their new MMO is a solid success.

And frankly, CoH's playerbase right now, much less years in the future when there are so few of us that we don't even cover the cost of keeping the servers turned on, doesn't seem like a large enough demographic to mold their whole strategy around targeting us.
Yes and no. You are correct that developing an MMO to only appeal to CoH's demographic would be a poor move. However the opposite is also true. If Paragon Studios releases a new MMO then encouraging existing CoH players to migrate to it is a very sensible goal since that will help build up the initial community and at the end of the day a successful MMO needs a strong community.

I'd bet on a Super Hero or Sci Fi MMO over a Fantasy one for a few reasons. The big one is that NCSoft already owns several Fantasy MMOs and I can't see them wanting to make another competitor to those.

Another reasons is that even if the game isn't CoH2 the general plan has got to be that at some point CoH will shutdown (or at least halt development work even if the servers remain on) and the majority of Paragon Studios will focus on the new MMO. If that happens then making the new MMO one that will appeal to CoH fans and works well with what the CoH Devs know well is common sense.

That's pretty much WHY he urged you not to skip Burn. For a Fire Tanker Burn adds quite a bit of damage.

If this is so, then I want to go make me a Dark troller. I was just checking before I do.
If all he is doing is casting Possess then then he should not be getting any XP. However if he is using any other power that deal damage (including Haunt and Umbra Beast) then he would get XP.

Now if he actually is getting XP using only Possess then it is possible that there is a bug of some sort but I'd be surprised.

No. Hamidon's attacks don't have any type/position tags so they ignore all defense except base defense (which is EXTREMELY rare). The only way to blunt it's attacks is with Essence of the Earth inspirations which provide a special resistance buff.
  10. Actually the bit that amuses me about this is that we get the tool we use to defeat him during the same trial we defeat him in. In other words we're only able to defeat him because Black Swan tried to defeat us first.

So the big question is what was our plan going into that fight? Turn up and hope that the one bad guy with the power we need to defeat Tyrant turns up? What would we have done if she'd had a cold that day and decided to stay in bed?

This isn't relevant since Scrappers cheat and use their Melee damage scale for Ranged attacks (why they do that as opposed to just having a higher ranged damage modifier I do not know).

You know, there's an option that allows Positon, Statesman and Hero One to all be her Grand-Parents. It just requires a period of time where Positron was temporarily female.
  13. The answer is: yes.

Masterminds are VERY powerful. Even the weaker ones are stronger than average compared to other ATs and some of the top-tier ones have a valid claim to being the strongest characters in the game.

However they also have some very specific weaknesses:
    1. They move slower than other characters and as such struggle on speed running or other situations where the need to bring firepower to a specifc location rapidly is required.
    2. They tend to have problems in any situation calling for significant vertical movement (unless they are built specifically for it).
    3. They are VERY vulnerable to AoE damage
    4. They have less control over their powers than other characters

Put all of that together and what do you get? A character that, in most situations, ranges from better-than-average to demi-god levels of power but in other situations is pretty much the weakest character in the game.

Overall I think Masterminds have it pretty good so I'm not complaining. I think the reason people do complain a lot is that a lot of the Incarnate Trials are not Mastermind friendly. Most of them require either a lot of movement (Lambda and Magi for example), require very careful targeting (for example TPN) or just have lots of AoE damage (pretty much all of them). Since a lot of players are very focused on that leads to a view that MMs are weak.
  14. With the Atlas Park revamp and the changes to Origin contacts I'm not really sure it matters anymore. The AP contacts are now the same for all origins and once you get started on the classic origin contacts through Police Bands I think it's random which ones you get offered (you get offered a set of three and I haven't noticed a pattern but I also haven't checked).

That being said, if you want to check which Origin Contacts have which Villain Groups Paragon Wiki is probably the easiest way. The following pages have links to the Origin Contacts for each level range so if you click through to them they show the villain groups they offer:

  15. Well for Devices you could theoretically add a refreshing Absorb mechanic to one of the two toggles in the set (Cloaking Device would fit slightly better from a logic point of view but Targeting Drone would be more consistent if the Absorb were being added to Build Up in other sets).

That being said I think that if I were tasked with adding an Absorb feature to Blasters I'd do it more like the current defiance and just have every power give a small Absorb bonus.
  16. Thanks for the feedback. I rolled up a BR/Dev Blaster so we'll see how it goes. Aesthetically I really, really want to like the set. I like the sound, I like the graphics and the gun models are a lot nicer than most of the AR ones. I guess we'll see how it goes.

I'm thinking of taking Static Discharge at higher levels to help with the AoE, it'll just depend if I can stand the redraw or not.
  17. So, I have an Assault Rifle/Devices Blaster that I am strongly considering re-rolling as a Beam Rifle/Devices Blaster. While Assault Rifle is ok concept-wise Beam Rifle really fits the theme a whole lot better (and I really like the animations).

The problem I have is that I really, really like the playstyle of Assault Rifle. Having four AoE powers allows me to wipe minions with ease which is a lot of fun and the lack of single target damage doesn't bother me to much.

The question I have is how does the AoE damage of Beam Rifle work out at higher levels? I know that in theory the Disintegrate Spreading mechanic will increase effective AoE damage both by placing DoTs on enemies and increasing the damage from Cutting Beam I'm just not sure by how much? Going from a 60 second T9 to a 180 second is already painful not to mention the loss of the wide arc of Flamethrower. So overall how does the AoE potential of BR compare to AR at high levels?

You know this sentiment kind of bugs me. I WANT more repeatable content. If content isn't repeatable (i.e. Mender Ramiel's arc) then IMHO it's a waste of development resources to make. I can do it once per character and then I have to go back to repeatable content.

Sure in a perfect world the dev team would make content faster than I can play it but in reality that ain't happening so what I want is more repeatable content and more variety in repeatable content. Stories are fun but once I've played them once it's the gameplay that will determine if I re-play them.

Wrong way around. TechBot was complaining about the "firing-from-the-hip" stance used in the AR animations not the Beam Rifle animations.

Not entirely, his other posts implied that the changes (whatever they are) fall into four main categories.

With that in mind here are my guesses/hopes:

    1. Change to damage formula to account for activation time (possibly with further changes to snipes)

    2. Increased mez protection for Blasters of some sort (Defiance 3.0)

    3. Increase Blaster base durations for mez powers and/or increase base mez durations for powers in Blast and Manipulation sets for Blasters/Defenders/Corruptors.

    4. Devices revamp (I can dream)
  23. Since we're apparently going for military axioms :

"A Sergeant in motion outranks a Lieutenant who doesn't know what's going on."

"An Ordnance Technician at a dead run outranks everybody."

"The most dangerous thing in the world is a second lieutenant with a map and compass."
