That's an assumption that's not supported by any Dev comment. There have been Closed Betas where they said the first wave was Friends & Family. But they have not said that about all Closed Betas, so, there's no way to know if that's true for all Closed Betas. Certainly for the I15 "Open Closed Beta", it did not start with F&F.
As to the OP: The guess that clearing out the old Beta forums is a portent of new Beta forums is a rather good one. That has been the history. However, I've seen the old ones cleared and the new ones for a new beta not show up for a week or two. The mods have been known to get work done ahead of time by setting up the new forum in a private area and setting up the feedback and bug threads so that when the beta starts, all they need do is flip a switch making those forums accessible to players. -
I've been on many an exploitive farm mission... just once. When I saw it was an exploit, I stopped playing it. I've never had any encounters with 'the law' over that.
Those who level up their toon in a few hours, or make a few billion inf in an hour on these exploits... they tend to be the ones that get banned. They also get their power-leveled toon erased and their ill-gotten inf taken away. -

And it leaves room for even more Crossfired boards if the next generation can do things these can't. Let the new one become the primary engine and this GPUx2 will back it up. -
Step 2 first slices off the top level of the enhancement value if it's 41.5% or higher. Level 50 enhancements for Schedule C and D are way higher than that compared to Schedule A, so, they suffer a bigger cutback than Schedule A in that regard.
Since Schedule B is a lot smaller, then it has a better chance of being small enough to not get diminished at all because of the minimum threshold of being left alone. So, Schedule B benefits more from Step 1 than the other Schedules. -

I'd say make this a second build and build it all the way up to level 32 with extra slotting and don't slot anything above 32!
By not slotting anything above 32, you can pretty much 6- and 5-slot every power 32 and under. Why? Because you get hit with a heavy Enhancement penalty for exemplaring precisely because you can 6-slot many powers while exemplaring while a player 'naturally' at that level can't.
When you exemplar from 50 to 15, you're enhancements are at 40% power. So even if you enhance an attack with 100% ACC (pre-Ed) and 100% DAM, that power will be 40% ACC and DAM at level 15.
So, with this exemplaring build, you over-slot to about 120% values by 6-slotting most powers.
And since you're exemplaring down low, don't worry about IO sets and bonuses. Instead, Frankenslot to increase the enhancement values as much as possible.
The advantage of having a exemplar-build is that you can do well in low-level PvP zones, run all the low level TFs with ease, and have a way to refresh some super-long recharge powers, such as the Mission TPer or Assemble the Team by switching builds.
So, on this low level build, what do you do about the post-32 powers? Pick all the utilitarian powers that don't need extra slotting: Teleport; Vengeance; Grant Invis, etc...
My exemplar build does very well at 50, also, since all my pre-32 powers have such a high level of enhancement in them. On a level 50 TF, I'll sometimes switch to the exemplar build to refresh the long-recharge powers and still do fine on the team. -
