Looks very clean and I commend you for how little background clutter there is on your rig. Though, I'd kill that Adobe ActiveX. Adobe has become more and more intrusiveware and there is no need for them to have an ActiveX hook into your machine running constantly in the background. I would be surprised if a virus was causing this problem, as I'm very paranoid about viruses and programs running on my computer without my permission. I typically deactivate everything I can find running before I play CoH. I hope you can find the problem. -

On my Dark Defender, I was able to get out of the way, but not Fluffy, which enabled him to heal up.
So, I was about to try overwhelming force (Shivan, HVAS, Longbow robot) when I decided, to give kiting a try.
So, laid down the Tar Patch and did run and shoot. Not only stayed out of the Drain power, but all the melee attacks which could stun. Tar Patch and Howling Twilight slowed him down so that I could run or TP away. Then, when he'd go a few minutes without hitting me, he would run away, which allowed me to snipe at will.
And it worked. -
I compiled all the info from the thread here. It needs better formatting, but, thought that just getting it now was sufficiently helpful enough. Just do a search of that one page for what you're looking for to see if the sound you're looking for has been identified.

Check reviews to see if there are complaints it runs too hot. Some laptops have high heat or roaring fans to deal with the heat generated running something as graphics intensive as CoH.

There is a patch on the Test server with an Intel Graphics fix. Don't know if it will fix the OP's problem. It should hit Live on Monday or Tuesday.

Caltrops was worth taking before IOs were introduced into the game.

I threw a DN on a Dummy in the RWZ and the animation for the anchor was present, but not the animation for the other Dummies.
I then used a Mk III Analyzer on a Dummy that was not the anchor and it's ToHit and Damage was indeed being debuffed. -
Zloth has just updated CohHelper for UM compliance. Throw one of those reports with a HiJackThis in a new thread in Tech and we'll see if we can tune your rig.

Summary:
Enhancement window has wrong numbers on Resist Damage when slotting for Damage.
Combat Attributes window shows the correct numbers on Resist Damage when slotted for Damage. -
