The problem with i17 is that i17 consumes more CPU than i16.
When I was running i16 CoX on dual dualcore system, maximum CPU utilization on one of cores was 70-80%. Since i17 release it consumes 100% even with lower gfx settings, which makes game unplayable.
And no, I'm not running Ultra Mode, in fact I'm lowered gfx settings way below that I had in i16. It didn't help.
Something that devs introduced or changed in i17 demands much more CPU. If it is related to Ultra Mode, then their claim that Ultra Mode wouldn't affect players who aren't using it is false, and they should come clean about this. If something else causes higher CPU utilization, then we need ability to turn it off, or minimum (or not so minimum) system requirements should be changed.
In any event, i'm strongly suspect that multiple reports we seeing regarding lag, mapserve, ventrilo and Skype problems are related to 100 or near 100% CPU utilization caused by i17.
The huge difference between machines besides the usual suspects of hardware configurations and drivers is all the other background programs, and you've got a truckload of them, which is always recommended against by everyone remotely connected and in-the-know with regard to running any highly graphical intensive programs on a computer. CoH's own minimum requirements don't have an footnote that says, "Including machines that run 40 processes running in the background." And if you have 40 processes running the background and CoH won't work for you, you can't say, "It's all CoH's fault," without first taking them out of the equation.
And the next line in this argument is likely to be, "But I had these 40 processes running before this patch!" And the answer to that is, "You were lucky." There's no assurance that CoH will run concurrently with any other process that's not needed for the operating system or for the game itself.
And if it's discovered that the new coding in this patch conflicts with something running in the background, then who's fault is that? Did the CoH Devs do something wrong, or is it the fault of the programmers of that other process who have faulty code, only there just never happened to be a conflict beforehand?
It's well known that some of the graphical problems are on the side of the GPU manufacturers and faulty drivers. It's why driver updates sometimes clears up problems... it wasn't CoH's fault at all. If in a new patch, the code makes a call to a graphical FX that's supposed to be there, but the driver's coding is screwed up and doesn't handle it right, it would seem that the new patch is at fault, when, in fact, it's the driver's manufacturer's fault.
We've already discovered software conflicts with I17: ATI Hotkey Poller; MSE; and some others. It's anyone's guess which programs are the one making the illegal codes at this point.
If you don't want to try to see if it's a software conflict, then you're the one who may never have CoH ever playing right on your computer again. -
You should be able to run the game just fine because of your set-up.
What might be a problem is one of the many programs/services running in the background. You can try the solution below which disables all that stuff and if you can run CoH after that, then you'll know it's a software conflict.

Either way, the start up registry "O4 - HKLM\..\Run: [GEST] =" looks fishy and should be deleted unless you know exactly which program that is. -
Again, I hope you updated Windows.
And you have *a lot* of programs and services running in the background. You might want to try the solution given here below and see how your computer behaves running the game with all those programs/services disabled.

On my computer, and on someone else's who posted a CohHelper file, I saw this:

What's sad is that only about 10% actually comply. And even sadder, those that do comply usually are helped. And even sadder still, those who fight me questioning why we need all that information. Now, I can understanding wanting to know why all that info is helpful, but to come to the boards seeking help and then fighting about cooperating with that help is astounding.
The real props goes to Zloth for developing the CohHelper. It pulls all the relevant dxdiag info, plus CoH registry info into one place. The HijackThis is to check for viruses and conflicts with other programs running on the computer. -

Since today's patch, CoH has increased in RAM usage going from 600-800MB to 1.3GB of RAM even with the graphic settings at the bare minimum.
And it switches its CPU priority to Below Normal which clearly is a bad thing.
But your CohHelper report doesn't have the Shader settings... it doesn't have any of the graphical settings. Is that because CohHelper didn't provide it, or because you edited them out? If you edited them out, please post the full CohHelper report.
Furthermore, I run at 1.3 GB of RAM on a 2 GB machine all the time without a fps hit. So, that is not necessarily your problem with fps.
Also, please post a HijackThis - it will show us what's running on your computer concurrently with CoH. Click on "Do a system Scan and save a logfile." It will automatically open up Notepad and put the info there. Make sure Wordwrap is off in Notepad (Format > Wordwrap unchecked) before you cut and paste here. -

the only thing thats worked for me so far is restarting the client

I'm betting you're checking your speed by right-clicking on the fly/hover icons under your health bar. Unfortunately, the info in those icons are bugged. It's been cataloged by the player-run Wiki at this link:

Flight Speed is capped at 58.63 mph. You'll never fly faster than that. See here: http://paragonwiki.com/wiki/Travel_Powers. There is a place where you can monitor your REAL speed in the Combat Attributes window. You can get there by clicking on Powers over your powers tray. And then at the top of the Powers window, click on Combat Attributes. And then, if you want, right click on an attribute to have just those attributes stay popped up in a mini-window so that you can monitor those stats as you play.
You may want to download and use Mid's Hero & Villain Planner which will also give you accurate values for speed as you test out various types of enhancements.

I upgraded my stuff, and it's mildly annoying as it's still running poorly. So far I17 been nothing but a blight on my gaming experience. I could really stand for it to get better. -

If you want to pre-diagnose your problem and only give us information you think is relevant then there's nothing more we can do for you.
You're just very much in the dark over how much that other stuff, which you think is irrelevant, can affect your current performance. -

i know something is messed up because before the market would give the too busy message and then about 2 min later i could do stuff on market again and it would not persist through switching toons
edit: after some info digging, noticed someone else had similar problem and they said that closing the game client and restarting works, but right now if you get "the market is busy processing request" it means you have to quit game and restart to make it work again
You may want to try switching zones and re-trying the Market, that's sometimes as good as restarting the client. -

I am NOT trying to run in Ultra Mode.
I AM just trying to find the settings that will bring back the quality I had before UM was implemented.
The specific question is: What settings do I need to change toa) get rid of the jagginess (raising the FSAA in game causes lag) &
For the record, Hubby IS running UM settings on his rig (a more current system), and the base items still look just as craptastic.
b) bring back the shadings on certain items in my base.

I think you wildly misread that.
The author was using 'you' in the 'generic person' meaning. Not as a slight to you personally.
E.g., "You know, how on the Internet it's difficult to read a person's 'tone of voice? How does one avoid that?" -

Of course, there still is the no Hero <--> Villain transfer limitation in all cases. -
1. You have a single core CPU, so, you're probably running at 100% CPU cycle usage. Trying to run any other program or service in the background is going to cause slowdowns.
2. You have only 1 Gig of RAM. After playing the game for a while, you are probably using up that 1 Gig and pagefiling memory to the hard drive, which as mentioned above, is starting to get full. Accessing the hard drive during the game is the number one reason for slowdowns. You will see immediate performance gains if you can add more RAM (e.g., you load times between zone cut in half). Also, clean your hard drive...1. Go to control panel and then Add/Remove Programs and get rid of any programs you don't need any more.
3. You have a 5200 GPU. That's one generation older and 2 degrees of competency under what you need to be running a modern 3D program. It was never designed to utilize any of the bells and whistles of 3D gaming. While it's above the minimum requirements to run the game, it's certainly below *recommended* minimum requirements. And it's doubtful nVidia will continue to support it with updated drivers. You'll only be able to run the game on the most minimal settings.
2. Go into Windows Explorer (not the Internet Explorer) and right click on your C: drive and chose Properties. Under the General Tab, you'll see a button for Disk Cleanup, run it and get rid of deleted (recycle bin) and temp files.
3. Under the General Tab, make sure Indexing is not selected. Unless you need to do quick searches of your documents on a regular basis, you don't need this. It may take a while to propagate the un-indexing to all the sub-folders.
4. Go to the Tools Tab and click on the defrag button. Run the defragger. It may take an hour or two to defrag. Make sure the computer doesn't power down during it (you'll find power options where you change the screen saver -- right click on desktop...).
4. According to your HijackThis, you don't have any viruses or trojans, but you do have more programs and services running in the background than you need to. A good, well-behaved program runs when you call for it and then unloads itself completely when you close it. There might be some programs you want running all the time in the background... but only when you authorized it. If a program did that without your permission, it is malware, IMO. It insinuated itself onto your computer. While not a virus, it's more like a chronic disease. These things can be killed from starting at start-up:C:\Program Files\Java\jre6\bin\jqs.exe
Make sure you don't have two anti-spy, real-time virus protections running at the same time. Until you get more RAM, you might want to disable these while playing:
