What they are doing is providing the equivalent of *two* even-level DOs, namely an Even-Level Damage DO plus an Even-Level Recharge Reduction DO.
They are close to providing the same enhancement of a Level 20-21 Dual Aspect *IO*.
So... Once one hits level 21, any slottable Damage/Recharge IO will be better then these enhancements, which I think is very fair and balanced bonus: it's a boon to lower levels and by level 21, gives no extra advantage than what's available in the game. Good stuff. -

That 70-ish damage at level 50 is for regular damage -- these enhancements do minor damage. And since their enhancement aspects are outclassed by other available enhancements at level 22+, it would be best to look at the extra damage they do from levels 1-22. At regular strength, such procs would do 6.7 - 33.7 damage. At minor strength, they may be doing half that amount.
For the min-maxing power users, these enhancements are a boon from level 1 - 22. After that, they'll be replaced. -
Hmmmm... from level 5 to 20, a five-slotted Brawl would be great in the attack chain.
It's also a great way to teach newbies the power of dual aspect IOs and procs. -
If they're DO level, then by the time you hit level 22, you'd want to start replacing them anyway.
But it's nice having a handful of DO level enhancements from level 1 to 22. -

In Minority Report, people were sentenced based on crimes they were going to commit in the future, before they had the intent to commit those crimes or the situation arose that would lead them to have the intent to commit those crimes. In this case, you could be sentenced without ever knowing what could possibly lead to you commit the crime you were going to commit.
In Praetoria, people are sentenced to crimes they were thinking about doing. In this case, you know very well what you were thinking and maybe planning on doing. The question is... does every mental consideration of committing crime or doing harm mean that one would have gone through with it? -

BUGGED
1. When Mystic Fortune is cast on someone, rather than go through the buff-accepted animation, the one receiving the buff goes through the MF casting animation, which looks pretty bad.
2. MF can't be cast on anyone with Walk toggled on (which I assume is WAI). However, the one being buffed can turn on the Walk Toggle while the Accept Dialogue Window is up and counting down, then accept the buff, then turn off Walk. This doesn't stack the buffs (except for a brief moment, when an exclusionary code turns off the old buff). However, this does allow one to get their buff changed (and changed again) until they get the buff they want. This sort of takes away from the design of the deck of random buffs (one is drawing from a tarot deck).
3. While not really a bug, it is something that bugs a lot of us: The Accept Dialogue Window popping up. I prefer the auto-accept of Live.
BTW folks, there is no option to have the prompt show or not. -

You can't perma it, especially since it's impossible to recast it on a phased object.
It draws aggro. If you do it before the Tanker has established anchor lock, LR is coming after you and you will not survive. If you wait until the Tanker has aggro, then it's not like you're helping the Tanker survive the alpha strike. -

That is so wrong on so many levels. My respect for the Mods dropped a lot when they left the rep system on precisely because it was so divisive and exploitative and encouraged mean-spiritedness and rewarded ignorance.
As far as the 'game' aspect goes, it's so easily rigged with 'raise the rep' threads that it doesn't even fit the definition of a 'game.'
To not see that and still defend it is... indefensible. They still won't gain my full respect until it's completely gone.
I don't need to anonymously neener them (or anyone else) to get my point across -- I made it quite clear. -

Obviously, this was before my time. It’s not a bad idea but if it was easy enough to execute on I’d have to think that it would have been done a long time ago.
There was a standalone CC released for Korea. It was downloadable and playable in the US for anyone who knew how to edit the regional registry field. It was updatable for anyone who knew how to manipulate the pigg files.
The reason given at the time as to why they wouldn't release it in the US was the whole Marvel frivolous lawsuit thing and the fear that a standalone costume creator would allow people to create infringements that Cryptic couldn't police.
Which is an absurd argument to begin with since Cryptic can't stop us from making infringements with crayons and paper. And any infringements we made with a standalone CC wouldn't be known about until we brought it into the game which, at that point, would be subject to the same review and genericization that a brand new infringement made in the regular CC would be. Anyway, that's now ancient history.
Again, anyone who would use such a standalone CC freely available would be so tempted to click on the big red button that takes them to a trial account so they can see their creation in action.... it would be a big draw. -
